This Notice Concerns The Allocation Of A Public Service Delegation Of The Leasing Type Granted In Application Of The Public Procurement Code And Articles L.1411-1 Et Seq. Of The General Code Of Local Authorities (Cgct). The Purpose Of The Contract Is To Entrust The Operation Of The Urban Transport Network And Mobility Services Organized By The Communauté Dagglomération Montluçon Community. The Delegated Activity Includes 7 Urban Lines, A Sunday And Public Holiday Urban Line, A Zonal Type On-Demand Transport Service, 12 School Lines And A Bicycle Rental Service. The Delegatees Main Missions Will Be: - To Operate And Manage Transport Services Within The Framework Of A Dedicated Company; - Assume Personnel Management And Responsibility For Transport Operations; - Maintain The Goods Necessary For The Operation Of The Service (Including Those Made Available By Montluçon Community); - To Market The Service; - To Offer A Public Welcome To The Commercial Agency; - To Provide Expertise, Particularly On Adapting Supply To Demand; - To Report To Montluçon Community On The Operating Conditions, The Quality Of The Service Provided And The Financial Balance Of The Operation, And To Respond To Any Request From The Delegating Authority Made Within The Framework Of Its Permanent Audit Right. The Organizing Authority Provides Optional Services Which Reserves The Right To Strengthen Or Not During The Execution Of The Contract, Without Compensation For The Delegatee In The Event Of Late Strengthening Or In The Event Of Non-Firming. These Optional Services, Which The Candidate Must Respond To In Their Offer, Will Relate To: - Increasing The Level Of Offer Of Line “E”; - The Increase In Supply During Short Vacation Periods; - The Creation Of A Transport Service For People With Reduced Mobility; - Improving Access To The Aqualudic Center; - Improving Service To The “Stations” Hub; - Improving The Service To The Commune Of Domérat; - The Increase In Supply On Saturdays On Lines E And F; - The Creation Of A Self-Service Bicycle Rental Service. As Of December 31, 2024, The Public Transport And Mobility Service Organized By Montluçon Community Is Made Up Of 7 Regular Lines, 12 School Lines, 4 On-Demand Transport Zones, And 1 Line Operating On Sundays And Public Holidays. It Is Operated As Part Of A Dedicated Company Using 44.8 Ftes And 19 Public Transport Vehicles. During The Year, 1,140,000 Kilometers Were Produced And 1,060,000 Passengers Were Transported. In Addition, 100 Bicycles Are Available For Rental. Operating Expenses Amounted To 4,973,000 Euro(S) Excluding Tax And Revenues To 653,000 Euro(S) Excluding Tax.
