Tenders are invited for Baseline Survey for the IMPACT Program Inclusive Mission of Partners to Advance Civil society Transformation Target Location IMPACT will operate in the areas of Phnom Penh municipality as well as the following provinces: Mondulkiri, Kampong Thom, Preah Vihear, Kratie, Stung Treng, Kampong Speu, Ratanakiri, Kampong Cham, Tboung Khmoum, and Kampot. The Consortium will also consider expanding to other Provinces. Program Impact Vulnerable communities, especially youth, are safer, more prosperous, and more resilient, able to actively shape their futures and contribute to just and inclusive development. Program outcomes 1. Green Economic Resilience: Economic resilience of communities and youth is strengthened. 2. Safer and Secure Communities: Communities, particularly women and children, are safer from abuse and exploitation. 3. Youth Resilience: Empowered Cambodian youth actively engage in civic and economic participation. 4. Strengthening Civil Society - A resilient Consortium that leads initiatives fostering collaboration, empowering marginalized voices, and enhancing local governance driving systemic change and inclusive development. People who influence changes Primary Change Agents: Youth: Secondary/TVET students, out-of-school youth, youth entrepreneurs, youth clubs, and student leaders. Children (under 15): Via child protection and life-skills activities. Women: Savings groups, leadership collectives, and womenled MSMEs. Producers: Smallholders, Agricultural Cooperatives, and producer groups adopting climate-smart practices. Duty-bearers & enablers: Local authorities, service providers, and Consortium Member Organizations. Total over 80,000 people across economic inclusion, protection, and youth resilience pathways Secondary Change Influencers: Caregivers and households; community institutions benefiting from improved services, stronger social cohesion, and local economic spillovers.
