Expression of Interest are invited for Technical Consultant - PPP School Infrastructure Project #5 - Mindanao, Philippines PSIP V and Project Overview The Philippines Department of Education (DepEd or Client) currently has a classroom backlog of close to 165,000 classrooms. The shortfall is significant and growing due to constrained government funding, lengthy procurement processes and an increasing student population. DepEd is working towards leveraging PPPs under a scalable model to introduce private sector efficiency and expertise in classroom construction, while improving fiscal sustainability. Previously DepEd undertook PPP -based classroom construction initiatives by way of the PPP for School Infrastructure Project (PSIP) phases I and II, awarded in 2012 and 2013 respectively). Implementation of PSIP III and IV is currently underway. PSIP III aims to construct 15,000 classrooms in regions I, II, III, IV-A, IV-B, V, CAR, and NCR. For PSIP IV, the DepEd targets 40,000 classroom constructions in regions VI, VII, NIR, VIII, and selected areas in Luzon. DepEd is now planning to launch PSIP V, which aims to construct approximately 50,000 classrooms across multiple locations in Mindanao (regions IX, X, XI, XII, XIII, BARMM). DepEd is seeking to implement the first tranche of approximately 5,000 classrooms under PSIP V under a PPP model (the Project). The Project will include the construction of new mostly low-rise buildings to accommodate varying ranges of classrooms and may require some demolitions. Technical Consultant Scope of Work The Technical Consultant shall be a firm(s) whose principal business activities are engineering design, civil/structural engineering, building services engineering, estimation of construction and maintenance costs, or technical due diligence for infrastructure projects. Should the Technical Consultant be an international firm it will be required to select and subcontract with a recognized technical firm in the Philippines with experience relevant to the assignment (the Sub-consultant or Sub-contractor) to support it in its scope of work. The Technical Consultant will oversee the work of the Sub-consultant to ensure quality and will be responsible for managing the timing and manner of input from the Sub-consultant. References to the Technical Consultant will include the Sub-consultant unless the context otherwise requires. Firms may form consortiums to meet the scope of the requirements. The Technical Consultant is expected to undertake the following: (1) Review and confirm the desktop pre-screening of sites undertaken to arrive at around 5,000 classrooms; (2) Conduct site visits. Given the large number of locations to be included, only a sample number of locations will be shortlisted for site visits and/or geotechnical studies, based on which the Technical Consultant must be able to estimate the required capital expenditure of the Project with reasonable degree of confidence; (3) prepare concept designs for construction of classrooms at each of the locations, where possibly following standard templates provided by DepEd; (4) identify gaps and propose improvements to ensure internet connectivity, physical accessibility and provision of utilities to the proposed classrooms; (5) provide technical specifications for the bid documents including but not limited to those pertaining to making the classrooms , climate resilient, tech-enabled, and with appropriate furniture; (6) develop minimum performance standards and specifications (MPSS) and corresponding measurement KPIs; (7) prepare the technical scope of the concessionaire; (8) prepare medium/long term projections of estimates for capex as well as maintenance expenses for the duration of the concession period; (9) prepare all technical inputs to IFCs financial model; (10) provide all technical inputs to the bid documents and concession agreement/ PPP contract; and (11)provide technical inputs for the evaluation of bids, including carrying out evaluation of the technical proposals. Throughout the process, the Technical Consultant shall work in coordination with IFC and its Legal and E&S consultants, dedicating sufficient qualified resources to meet the deliverables and the timetable. Where relevant, the Technical Consultant will be able to draw on the due diligence completed for PSIP IV. Qualification Criteria The Technical Consultant should demonstrate substantial experience in conducting due diligence and implementing PPP projects involving building construction and have experience implementing projects in the Philippines. Prior experience with classroom or school building projects in both city and rural settings will be considered advantageous. The Technical Consultants team shall include the range of expertise and experience required to effectively complete the scope of work.
