Expression of Interest for Supporting Moldovas Alignment with the EU Legal Framework for Combined Transport The Government of Moldova (GoM) is currently taking pro-active steps toward EU accession and alignment of national frameworks with the European Unions legislation and requirements. The project will assist the Ministry of Infrastructure and Regional Development of Moldova (further referred to as the Ministry) with the development and promotion of legal and regulatory changes that align the countrys transport framework with EU requirements. Under this assignment the project will support the transposition of two key EU legal acts related to combined transport Directive 92/106/EEC on combined transport and Regulation (EU) 913/2010 concerning a European Rail Network for competitive freight into Moldovas legal framework, and include the following activities: (i) conduct a comprehensive review of national legislation in the areas covered by the selected EU legal acts in order to identify the existing legal gaps; (ii) undertake the legal drafting of relevant pieces of national legislation in view of transposing the selected EU acts, including comprehensive technical support to facilitate the legislation approval process by developing the related explanatory notes and RIA analyses, compliance tables and support to stakeholder consultation workshops; and (iii) propose a framework of public incentives most appropriate for the promotion of combined transport in Moldova.
