The Municipality Of Joroinen Requests A Participation Application For The Sports Halls Reverse Kvr Contract Based On The Participation Request And Reference Plans. The Procurement Is Carried Out As A Competitive Negotiation Procedure In Accordance With Section 36 Of The Procurement Act. In A Competitive Negotiation Procedure, The Procurement Unit Negotiates With The Candidates Approved For The Procedure In Order To Map And Define The Means By Which Its Needs Can Best Be Met. The Project Is Implemented In The So-Called As A Reverse Kvr Contract, For Which The Customer Has Set A Ceiling Price. A Ceiling Price Has Been Set For The Procurement (4 Million Eur). The Client Defines The Space Program And The Contractor Is Responsible For Planning And Implementation. The Project Involves Building A Sports Hall That Meets The Functional, Technical And Energy Efficiency Requirements Defined By The Municipality. The Competition Is Carried Out In Two Stages. In The First Stage, The Bidder Submits An Application For Participation, From Which The Customer Makes A Pre-Selection, 2-4 Contractors Are Selected For Further Negotiations, Except If There Are Fewer Suitable Candidates. In The Second Stage, Negotiations Are Held With The Bidders, On The Basis Of Which The Bidders Make The Final Bids For The Contract. The Bidding Company Has Acted As The Main Contractor/Main Implementer In The Project And The Sites Must Be Located In Finland. The Customers Contact Person Must Be Named For Each Reference Project. - Sufficient Technical And Financial Conditions - Personnel And Organizational Experience - Suitability Of The Preliminary Concept To The Project Goals Set By The Customer.
