Specific Objectives The consultant will be required to: · Conduct a comprehensive assessment of the current municipal revenue framework, systems, and performance to identify key inefficiencies and leakage points. · Review the progress, challenges, and lessons learned from the implementation of the existing Revenue Enhancement Action Plan. · Identify and analyze concrete opportunities for improving collection efficiency and compliance from existing revenue sources (e.g., property taxes, business licenses). · Assess the feasibility and equity implications of potential new revenue streams. · Produce an updated, prioritized, and time-bound Action Plan with a clear monitoring framework to track progress and impact. 1. Scope of the Assignment The consultant will be responsible for the following activities: a) Desk Review and Data Analysis · Review the current Municipal Revenue Enhancement Action Plan, financial statements, revenue reports, and relevant bylaws. · Analyze at least three (3) years of revenue trend data for all major sources (property tax, business licenses, service charges, permits) to assess performance. · Review the national legal and regulatory framework governing municipal revenues. b) Institutional and Systems Assessment · Assess the organizational structure, staffing capacity, and skill gaps within the municipal revenue department. · Evaluate existing billing, collection, recording, enforcement, and reporting procedures. · Review the use of technology in revenue management and internal control mechanisms to prevent revenue leakage. c) Stakeholder Consultations · Conduct structured interviews and focus group discussions with municipal leadership, the finance department, and revenue collection staff. · Engage with a representative sample of the business community, traders, property owners, and representatives from Displacement-Affected Communities (DACs) to understand compliance challenges, perceptions of fairness, and willingness to pay for services. · Identify priority issues and reform opportunities from these diverse perspectives. d) Development of the Updated Action Plan · Synthesize findings from the review and consultations to identify prioritized strategies. · The updated Action Plan must include, for each strategy: · Clear strategic actions and activities. · Defined responsible departments/units. · A realistic, phased implementation timeline (prioritizing quick wins). · Measurable targets and Key Performance Indicators (KPIs). · A simple monitoring framework. e) Validation and Finalization · Facilitate a validation workshop with municipal officials and key stakeholders to present the draft Updated Action Plan and incorporate feedback. · Finalize the Action Plan based on the inputs received. 1. Expected Deliverables 2. Inception Report: Detailed methodology, work plan, and stakeholder mapping. 3. Draft Assessment Report: Summary of findings from the desk review, systems assessment, and stakeholder consultations. 4. Draft Updated Municipal Revenue Enhancement Action Plan: For review by the Project Manager. 5. Validation Workshop Report: Including attendance list and summary of feedback. 6. Final Updated Municipal Revenue Enhancement Action Plan: Incorporating all comments and approved by the Municipality. 7. Role of Gabiley Municipality Gabiley Municipality will: · Provide overall oversight and appoint a designated Project Manager for coordination. · Facilitate access to all necessary documents, data, and municipal staff. · Support in identifying and coordinating with key stakeholders. · Review and provide timely feedback on all deliverables for approval. The consultant is responsible for all analytical work, consultation logistics, and production of deliverables. 1. Duration of the Assignment The assignment is to be completed within a maximum of 30 working days from the date of contract signing. 1. Consultant Profile The ideal consultant/consultancy firm must possess: · An advanced degree in Economics, Public Finance, Public Administration, or a related field. · A minimum of five (5) years of demonstrable experience in municipal finance, local revenue reform, or public financial management. · Proven track record in developing or reviewing municipal revenue strategies/action plans. · Strong analytical, facilitation, and exceptional report-writing skills. · In-depth knowledge of the Somaliland local government context is a mandatory requirement.
