Tenders are invited for Providing Capacity-Building Training to Local Authorities on Urban Development, Governance, and Protection of Displacement-Affected Communities Specific Objectives Upon completion of the assignment, participating municipal officials will have strengthened their ability to: · Apply principles of inclusive urban planning and equitable infrastructure development that explicitly consider DAC needs. · Design and deliver public services in a manner that improves access for vulnerable and displaced populations. · Implement good governance practices, including transparency, accountability, and community engagement, in their daily work. · Navigate the legal and policy frameworks related to land, tenure security, and the protection of DACs in Somaliland. · Foster inter-departmental coordination to provide a coherent municipal response to urban displacement. 1. Scope of the Assignment The consultant will be responsible for the following activities: a) Targeted Training Needs Assessment: · Conduct a rapid but structured assessment through surveys and key informant interviews with municipal department heads and the SUIDAC team to identify specific capacity gaps related to SUIDAC objectives. · Prioritize training topics based on this assessment to ensure relevance and impact. b) Development of Practical Training Curriculum: · Design a comprehensive, practical curriculum focused on applicable skills. Core modules must include: · Inclusive Urban Planning & Land Governance: Integrating DAC considerations into spatial plans and land administration. · Equitable Service Delivery: Practical approaches for extending water, sanitation, and other services to informal settlements and DACs. · Municipal Governance & Social Accountability: Tools for transparency, citizen feedback mechanisms, and public financial management. · Legal Protection & Access to Rights: Overview of national frameworks and the municipalitys role in protecting DAC rights, including tenure security and access to justice. · All training materials (manuals, presentations, case studies) must be context-specific, practical, and delivered in Somali. c) Delivery of Participatory Training: · Facilitate interactive training workshops for a cross-section of municipal officials, using methodologies like case studies, group problem-solving, and scenario-based exercises relevant to Gabiley. · Ensure training approaches are gender-sensitive and promote the participation of all attendees. d) Measurement of Learning and Reporting: · Administer pre- and post-training assessments to measure changes in knowledge and capture participant feedback. · Produce a final report that not only summarizes the activities but also provides an analysis of the results, participant competencies gained, and concrete recommendations for a follow-up action plan to ensure learning is applied. 1. Expected Deliverables 2. Inception Report: Including methodology, findings from the needs assessment, and a detailed training curriculum and agenda. 3. Full Set of Training Materials: Finalized and context-adapted participant manuals, facilitator guides, and presentation slides in Somali. 4. Training Workshops Delivered: As per the agreed schedule with the SUIDAC Project Manager. 5. Final Training Report: Including pre/post-assessment analysis, attendance records, evaluation summaries, and a strategic recommendations section for sustaining capacity gains. 6. Roles, Responsibilities, and Approvals · The Consultant is responsible for all activities outlined in the Scope of Work, including the assessment, curriculum design, delivery, and reporting. All costs must be included in the financial proposal. · Gabiley Municipality (SUIDAC Project) will provide overall oversight, technical guidance, and access to relevant information. The Project Manager must approve all deliverables and key decisions. 1. Duration of the Assignment The assignment is to be completed within a maximum of 20 working days from the date of contract signing. 1. Consultant Profile The ideal consultant/consultancy firm must possess: · An advanced degree in Urban Planning, Public Administration, Law, Development Studies, or a directly related field. · A minimum of five (5) years of proven experience in designing and delivering capacity-building programs for local government officials. · Demonstrable expertise in at least two of the following: urban governance, forced displacement, local service delivery, or land/protection issues. · Excellent facilitation and curriculum development skills.
