About Gabiley Municipality and the SUIDAC Project The Gabiley Local Government (GLG) is a key administrative body in a rapidly developing region of Somaliland. It faces complex challenges related to urbanization, population growth, and service delivery, exacerbated by the influx of forcibly displaced populations. In line with its mandate to foster sustainable local development and effective urban governance, the municipality is committed to strengthening community participation, improving transparency, and promoting inclusive decision-making. To address these challenges, GLG is implementing the SUIDAC (Sustainable Urban Integration of Displacement-Affected Communities) Project. Funded by the European Union and implemented by Cities Alliance/UNOPS, SUIDAC aims to enhance the sustainable integration of Displacement-Affected Communities (DACs)including refugees, returnees, Internally Displaced Persons (IDPs), and their host communities. Objectives of the Assignment Gabiley Municipality requires the services of a qualified consultant/firm to design, facilitate, and document a series of inclusive awareness-raising and advocacy dialogues. These dialogues are a critical step in building trust and ensuring that municipal planning is responsive to the needs of all residents, with a specific focus on integrating DACs. The specific objectives are to: · Increase understanding among community members, including DACs, of municipal services, citizen rights and responsibilities, and local development priorities. · Identify key challenges and opportunities related to service delivery, livelihoods, and social cohesion from the perspective of both host communities and DACs. · Generate concrete, actionable recommendations from participants to inform GLGs planning and decision-making processes under the SUIDAC project. · Strengthen collaborative relationships and channels for ongoing dialogue between the Municipality, community leaders, and diverse citizen groups. 1. Scope of Work and Methodology The consultant will be responsible for the following key activities: 1. Inception and Preparation: · Submit an Inception Report detailing the methodology, work plan, stakeholder analysis, and risk mitigation strategy. · Develop all necessary materials, including a detailed dialogue agenda, participatory facilitation guides, context-specific key messages, and simple visual aids (e.g., in Somali). · Identify and segment target participants to ensure inclusivity, with specific quotas for women, youth, business leaders, and representatives from both host and displacement-affected communities. 1. Facilitation and Coordination: · Organize and facilitate a minimum of Four interactive dialogue sessions in Gebilay · Employ participatory methods to ensure all voices are heard, with a focus on creating a safe and respectful environment for vulnerable groups. · Deliver clear awareness messages on GLG services and the SUIDAC project, and manage discussions to foster constructive engagement. 1. Documentation and Reporting: · Document each session with detailed notes, photographs (with consent), and attendance sheets disaggregated by gender and group (e.g., host community, IDP, returnee). · Produce a Comprehensive Final Report that consolidates findings from all sessions, provides a thematic analysis of community concerns and recommendations, and proposes a clear set of prioritized action points for the Municipality. 1. Expected Deliverables 2. Inception Report with detailed methodology and work plan. 3. Dialogue Facilitation Package (agendas, key messages, visual aids). 4. Completion of [4] Dialogue Sessions with full documentation. 5. Draft Final Report for review by the SUIDAC Project Manager. 6. Final Consolidated Report incorporating feedback. 7. Roles and Responsibilities · The Consultant/Firm is responsible for all activities outlined in the Scope of Work, including the design, facilitation, documentation, and reporting of the dialogues. All associated costs (logistics, venue, materials, etc.) must be included in the financial proposal. · Gabiley Municipality (SUIDAC Project) will provide overall oversight, technical guidance, and access to relevant information.
