Request for proposals for Consulting Services for Feasibility Study for Gaza Impact Investment Fund and Technical Assistance Facility Across two sprints, develop a preliminary report and based on further feedback from stakeholders, a final report that encompasses the following: MERCY CORPS RFP: HQXXX 4 A. Legal/Regulatory Analysis Map legal frameworks for options for fund registration. B. Investment Readiness Assessment Scan MSME and sectoral pipeline for investable opportunities Identify gaps in enterprise capacity, grant and TA needs Evaluate potential for technology/AI integration in key sectors. C. Fund Concept Development Draft investment thesis and sector focus Provide recommendations on sector focus, underlying financial instruments (including appropriate grant-to-loan ratios and other risk-mitigation mechanisms), and fund structure options (include level of first-loss or guarantees required to attract investment capital).Explore legal structuring options and fund domiciles. D. Stakeholder Engagement & Investor Strategy Identify and segment potential funders (DFIs, philanthropic investors, diaspora capital) Conduct initial outreach, understand risk -return expectations and collect soft signals of interest Assess stakeholder capabilities and alignment Identify potential strategic partners who may significantly boost the likelihood of the Funds success. E. Organizational Capacity Assessment Assess strategic suitability of lead organizations to anchor the fund initiative, including: - Analyze how the combined capabilities of the Impact Alliance position the three organizations to jointly lead fund design, investor engagement, and implementation in Gaza - Review historical fundraising performance of Save the Children, Mercy Corps, and CARE USA for an initiative of this type. - Evaluate existing funder relationships, networks, and positioning - Identify internal fundraising strengths, gaps, and resource needs - Recommend strategies to strengthen fundraising readiness for fund launch. F. Go/No-Go Decision Framework Provide a recommendation on feasibility and proposed next steps, including required team capabilities and clear roles for Impact Alliance partners in advancing the fund design and launch. Deliverables: An initial report after 4-6 weeks for consideration by the Steering Group Based on Steering Group feedback and further analysis, a final report. Fund Concept Package (investment thesis and legal options) Organizational Fundraising Capacity & Readiness Assessment Go/No-Go Decision Framework. Project Duration: three months from the date of signing the agreement/contract. Success Criteria: Clear understanding of fund viability and structuring options Identification of anchor funders and co-investor potential Strong alignment with local actors, strategic partners and INGOs Actionable roadmap for fund launch and TA facility activation Realistic assessment of fundraising capacity and readiness across lead organizations Tender Link : https://www.mercycorps.org/tenders
