The Ordering Party Has Estimated, Based On Economic Conditions, That More Advantageous Prices Can Be Achieved With A Combined Agreement. In View Of The Quality And Consistency Of The Overall Tendered Task, It Is Considered Appropriate To Have One Overall Framework Agreement, Just As A Division, Based On Market Conditions, Is Not Considered To Give Additional Companies - Including Smes - The Opportunity To Submit Offers.
