That, The Hospital Del Salvador, As A Public Health Establishment, Is Intended To Provide Health Services For The Recovery, Rehabilitation And Palliative Care Of Sick Young People, Adults And Seniors And Collaborate In Promotion And Protection Activities, Through Outpatient Actions Or In Closed Care, Both To The Inhabitants Of The Health Network Of The Communes Belonging To The Eastern Metropolitan Health Service, As Well As To The Regions Of Which It Is A National Reference Center, Such As Easter Island Or Rapa Nui; That, The Hospital Del Salvador, Both Due To Demographic Growth And The Changes Experienced In The Composition Of The Population Pyramid Of The Inhabitants Of The Communes Of Providencia, Ñuñoa, La Reina, Peñalolén, Las Condes, Vitacura And Barnechea (Increasing Increase In Older Adults), Has Experienced A Detriment In Its Capacity To Care For Users Constantly Over The Years, As A Consequence That The Increase In The Number Of Staff Has Not Gone Parallel To The Changes Experienced For The Demanding Population Of The Eastern Metropolitan Health Care Network And Of Which It Is A National Reference Center; That, To Fulfill His Function, The Director Of The Hospital Is Empowered To Execute And Celebrate All Types Of Acts And Contracts On Movable And Immovable Property And On Tangible And Intangible Things That Have Been Assigned Or Affected To The Establishment And Those Acquired By It, And To Compromise With Respect To Rights, Actions And Obligations, Whether Contractual Or Non-Contractual; That, In Accordance With The Above, It Is Up To This Establishment To Provide The Health Benefits Defined By The Healthcare Network To Which It Belongs, As It Is A Self-Managed Network Establishment; That, The Institution Called The Public Tender Under Id No. 1057489-407-Lq25, For The Nursing Hours Service For Bed Management Of The Hospital Del Salvador, Through Bases Regulated By Exempt Resolution No. 3642 Of August 28, 2025, However, They Were Declared Inadmissible In Accordance With Article 9 Of Law No. 19,886, By Exempt Resolution Nº4539 Dated October 27, 2025, For Not Complying With The Terms Established In The Bases Of The Call For Bidding; That, The Director Of The Hospital Del Salvador Ordered The Preparation Of New Bidding Rules, To Publicly Call For The Acquisition Of “Nursing Hours Service For Bed Management Of The Hospital Del Salvador”, In Accordance With Law No. 19,886 And Its Regulations; That According To The Definition Of Numeral 10 Of Article 4 Of The Regulations Of Law No. 19,886, A Service Contract Is One Through Which The Entities Of The State Administration Entrust A Natural Or Legal Person With The Execution Of Tasks; That, Contracting The Provision Of Professional, Technical And Administrative Services Is A Modality Through Which The Hospital Del Salvador Can Provide Quick, Effective And Efficient Care To The Beneficiaries Of The Healthcare Network Of The Eastern Metropolitan Health Service; That, By This Act, The Bases That Will Regulate The Next Public Tender Are Approved, For The Contracting Of The Nursing Hours Service For Bed Management Of The Hospital Del Salvador For The Term Of Twenty-Four (24) Months; That, The Budget Granted For The Execution Of The Nursing Hours Service For Bed Management Of The Hospital Del Salvador Is Two Hundred And Eighteen Million Pesos ($218,000,0000); That There Is Budgetary Availability To Contract The Required Services; That, The Nursing Hours Service For Bed Management Of The Hospital Del Salvador, Is Linked To The Project Under Id N°1057489-181-Pc25, Corresponding To The Annual Purchasing Plan For The Year 2025; That, For The Determined Amount, This Tender Is Located In The Section For Contracts Equal To Or Greater Than 1,000 Utm And Less Than 5,000 Utm, In Accordance With Article 36 Of The Regulations Of Law No. 19,886; That, After The Respective Queries Have Been Made, The Required Nursing Hours Service For Bed Management Of The Hospital Del Salvador Are Not Available Through The Catalog Of Framework Agreements Offered In The Information System Of The Purchasing Directorate, Www.Mercadopublico.Cl.
