Tenders are invited for Health Insurance for Employees of the Central Election Commission and Social Security Health Insurance for Employees of the Central Election The subject of this tender is contracting with an insurance company regarding the provision of health insurance for the employees of the Central Election Commission for a calendar year starting from January 1, 2025 , and obtaining general insurance policies. Health insurance according to the conditions stated in the coverage and exclusion tables mentioned below. The general guarantees of the Central Election Commission are: Insurance against fire and theft. Insurance against building hazards. Civil liability insurance. Employee and worker insurance. The proposed insurance services must conform exactly to the specifications required and defined in the tender documents (specifications appendix) and must comply in all respects with the other terms and instructions. Participating in the tender The tender package will be provided to suppliers registered with the relevant authorities and qualified by the Central Election Commission to participate in the tender. Suppliers participating in the tender must prove their legal, technical and financial eligibility, and that they possess the necessary and sufficient resources to execute the tender. Contract type A fixed-term contract for one calendar year on a per-member basis, health insurance A fixed-term contract for one calendar year based on the policy, general insurance. Giving currency The prices of the required supplies listed in the tender are to be determined in US dollars. Tender submission All bids ("price offers") must be submitted and placed in the designated bid box before the deadline, which is 2:00 PM on Monday, December 8, 2025 , to the following address: Central Election Commission Headquarters / Procurement and Supplies Department Beer Al-Balou Central Election Commission Building First Floor The price quotation for the required technical, administrative and financial services, which includes all technical, administrative and financial specifications, is placed in a sealed envelope as required. Tender content The submitted bids must comply with the requirements stated in the tender documents and consist of the following: A detailed description of the technical specifications of the services offered by the supplier, in accordance with the technical specifications defined in the tender document. A financial offer (price quote) that lists the prices of services inclusive of all fees and taxes, for all types of insurance required. A certificate of solvency based on the final financial statements issued by the company and submitted to the Capital Market Authority. The companys medical network data covers all governorates of the country. Description of the companys qualifications (experience, previous bids). Valid withholding certificate. Certificate of clearance from value-added tax. Crafts and Industries License. Tender prices The supplier must ensure that the prices submitted are accurate, complete, and comprehensive, and that they include all costs after taking into account all factors that affect the full and proper execution of the tender. The supplier must specify the annual premium for each type of insurance policy offered, as detailed in the price schedule for health insurance, which is as follows: Employee (Health Insurance Schedule) The subscriber must be between 18 and 24 years old and a student. (Health Insurance Table) Children under 18 years of age. (Health Insurance Schedule) The employees parent. (Health insurance schedule) Fire and theft insurance. Insurance against building hazards. Civil liability insurance. Insurance for workers and employees. The supplier to whom the price quote is referred will be provided with a list containing the names of all employees, their children, and their families who wish to obtain health insurance services. Request additional information before the bid submission deadline The tender document has been clearly worded so that suppliers do not need to request additional information. However, the Central Election Commission may, for any reason, on its own initiative or in response to inquiries from a supplier(s), and before the deadline for submitting bids, amend the tender documents in accordance with its interests. During the specified period for requesting information (2:00 PM on Thursday, December 4, 2025), the supplier may inquire about the tender or request additional information regarding it by contacting the Procurement and Supplies Department of the Central Election Commission through any means he deems appropriate and at the address specified in the tender documents, regarding facts and data contained in the tender documents, such as the deadline for receiving tenders and their supply locations, the quantities required, and the date and location of opening the tenders. The Central Election Commission responds to suppliers inquiries and requests regarding tender documents in writing. Written copies of clarifications or additional information are sent anonymously to all suppliers. No inquiry or request for additional information will be accepted after the deadline indicated in Clause 8-2 , and any supplier who requests or attempts to arrange a meeting with the Central Election Commission regarding it will be excluded from the tender. Tender preparation costs The supplier shall bear all costs associated with preparing and submitting his price quotation, and the Central Election Commission shall not be responsible or obligated, under any circumstances, to pay these costs or any part thereof, regardless of the outcome of the bidding process. Tender Ownership The Central Election Commission retains ownership of the bids and related documents it receives under the procedures of this tender, and no supplier who participated in the tender has the right to retrieve or request the return of their bid. Opening bids The Central Election Commission opens and examines the incoming bids, initially , to ensure that they are complete, do not contain any calculation errors, and are duly signed and sealed. A record of the bidding process is made by the head of the procurement and supplies department at the Central Election Commission for documentation purposes.
