Tenders are invited for Procurement of External Audit Services The scope of external audit work entails the audit of RTSLs Financial Statements for a 3-year audit engagement. The audit will be conducted for each year separately in the periods of 1st January to 31st December 2025,2026, and 2027, including testing and evaluating the adequacy and effectiveness of the organizations internal control systems, compliance with the countrys regulatory procedures and policies including the Agency for the Civil Society Organization and providing commendations. 2.1Additional Interim and Final Audits for Grants In addition to the annual audit, the auditor will conduct one interim and one final audit relating to specific grants received during the contract period. These grant audits will focus on verifying the use of grant funds, reviewing supporting documentation, and ensuring compliance with donor requirements. The scope and volume of work for these interim audits will be smaller than that of the annual audit, reflecting the lower transaction amounts and fewer documents involved (Please see the above table). A separate pricing for the grant audit is expected. The grant period is between August 2025 to December 2026. Details for the interim and final audit, including the grant name, amount, reporting period, and expected deliverables, will be provided separately at the time of engagement. The audits will be carried out in accordance with the International Auditing Standards and will include test and verification procedures as the auditors deem necessary. The audit will cover a comprehensive assessment of the adequacy and effectiveness of the accounting and overall internal control system. The audit will cover verification of supportive documents, records, and book of accounts related to all activities in the fiscal year. 3.Execution of audit assignments and deliverables will be as follows: Assignments are to be performed in accordance with the International Standards for the Professional Practice of External Auditing (Standards). In carrying out the work, the successful bidder must ensure its staff maintains their objectivity by remaining independent of the activities they audit. The audit shall be carried out in accordance with Generally Accepted Accounting Principles (GAAP) and in accordance with a law of Federal Democratic Republic of Ethiopia agency for civil Society Organizations particularly Proclamation No 1113-2019. The Audit shall establish whether appropriate supporting documents, records and books of accounts relating to all activities have been kept. Clear links should exist between the books of accounts and the financial statements presented. The external auditor is expected to provide a full set of audited financial statements for each financial year, an organization-wide audit and the interim and final grant audits Management letter - The Auditors shall prepare a management letter after the completion of the audit in which auditors will: Identify specific deficiencies or areas of weakness in systems and controls and make recommendations for their improvement. Examine on test basis that appropriateness of supporting documents, records and books of accounts relating to all project activities. Include management responses to any audit findings and recommendations. Point out any matters that come to the auditors attention during the audit that might have a significant impact on the programs implementation. Examine, assess, and report on compliance with the terms and conditions of the agreement between funding partners and RTSL and applicable laws and regulations within accounting and taxes. 4.Time Frame The annual audit must be completed by February 28,2026. The submission timeline for interim audits for grants will be communicated with the auditors during the time of audit. Applicants unable to complete the annual audit by the above-mentioned date will not be considered.
