In This Context, Mission Inclusion, In Partnership With The Diocesan Development Centre-Caritas Of Maroua-Mokolo (Cdd-Caritas), Has Implemented Two Successive Humanitarian Projects Aimed At Meeting The Urgent Needs Of The Affected Populations. The Project "Response To The Humanitarian Needs Of Vulnerable, Displaced And Local Populations Affected By The Crisis In The Far North Of Cameroon" Took Place In 4 Phases Between 2016 And 2024. The Four Phases Of The Project Were Implemented In The Same Departments: Mayo-Tsanaga, Mayo-Sava And Diamaré, Which Implies A Likely Overlap Of Beneficiaries. These Interventions Aimed To Improve The Living Conditions Of The Affected Populations Through Protection, Food Security, Health, Access To Water And Psychosocial Support Actions. From A Learning And Accountability Perspective, Mission Inclusion Now Wishes To Carry Out An Independent Ex-Post Evaluation Of This Project. This Evaluation Aims To Analyze The Impacts, The Sustainability Of The Results And The Contribution Of The Project To The Changes Observed In The Targeted Communities, By Adopting An Inclusive, Feminist, Anti-Racist And Decolonial Approach. Mandate Mission Inclusion Is Looking For A Cameroonian Consultant Or Evaluation Team, Preferably Based In The Region, Who Will Be Mandated To Carry Out An Independent Evaluation Of The Four Phases Of This Humanitarian Project. The Final Products Of The Evaluation Must Be Submitted By April 10, 2026 At The Latest. The Main Objective Of The Mandate Is To Carry Out An Independent Evaluation Using Quantitative And Qualitative Methods To Identify The Factors Of Success Or Failure, To Assess The Sustainability Of The Results And Impacts, And To Draw Conclusions That Can Be Generalised To Other Initiatives. The Evaluation Will Need To Incorporate A Participatory And Inclusive Approach, Integrating Feminist, Anti-Racist And Decolonial Principles. The Consulting Team Will Be Responsible For Proposing An Evaluation Methodology That Is Faithful To Mission Inclusions Feminist And Intersectional Approach.
