Request For Proposals For Design, Supply, Installation, Operation And Maintenance Of A Black Soldier Fly Larvae (Bsfl) Project Using Biodegradable Waste. The Scale Should Be Up From A Scale Of 01 Ton Per Day Initially To A Minimum Of 15 Tons Per Day Within The First Year Tender Fees: Lkr 3000/- Non Refundable. Bid Proposals Are Invited From Qualified Institutions Under The National Competitive Bidding Procedure For Project Of (Black Soldier Fly Larvae) Bsfl Processing And Facilitating Value Addition For Income Generation Project 1. Project Subject Scope: This Project Comprises Design, Supply, Installation, Operation And Maintenance Of A Black Soldier Fly Larvae (Bsfl) Project Using Biodegradable Waste. The Scale Should Be Up From A Scale Of 01 Ton Per Day Initially To A Minimum Of 15 Tons Per Day Within The First Year. 2. Employers Contribution: Providing A Place And Guaranteed Supply Of Biodegradable Waste. 3. Bidders Requirement: A Complete Proposal Should Be Submitted, Covering All Investment, Technology, Operations, Maintenance, And Detailed Profit Sharing Proposals. 4. Qualification Requirements: Institution That Meets The Requirements Must Be A Legal Entity (Not Blacklisted) With At Least One Year Of Experience. Company Profile, Registered Documents And Evidence Of Previous Similar Projects Should Be Submitted. 5. Proposal Evaluation Criteria: A Financial Proposal Including Net Profit Percentage Should Be Submitted. A Technical Proposal Including Technical Feasibility And Quality, Experience And Capacity, Operational And Environmental Plans Should Be Submitted. 6. A Draft Memorandum Of Understanding (Mou) Including The Profit Percentage Should Be Submitted As An Annexure To The Proposal. 7. Bidders Are Hereby Advised To Conduct A Site Inspection Before Submitting Their Bid Proposals. 8. The Relevant Bids Will Be Accepted By Me Up To 3.00 P.M. On 12.12.2025. Incomplete Or Late Bids Will Be Rejected. The Bids Will Be Opened On The Same Day (12.12.2025) At 3.05 P.M., And The Bidder Or One Of His Authorized Representatives Will Be Allowed To Attend. 9. Tender Forms Can Be Obtained During Office Hours (Excluding Government Holidays) Up To 3:00 P.M. On 11.12.2025, Upon Payment Of A Non-Refundable Fee Of Rs. 3,000.00 To The Head Office Of The Pradeshiya Sabha. 10. Bid Proposals Can Be Sent By Registered Post To The Address "Chairman, Pradeshiya Sabha, Bandaragama, Super Market Complex Building, Kalutara Road, Bandaragama" Before 3.00 P.M. On 12.12.2025 Or Can Be Delivered By Hand To The Tender Box In The Office. 11. Further Details Regarding This Can Be Obtained By Visiting The Pradeshiya Sabha Head Office. 12.
