With The Provisions Of The Law On Maritime Spaces, Inland Waterways And Ports Of The Republic Of Bulgaria (Zmpvvpprb), The State Enterprise Port Infrastructure (Dppi) Is Charged With The Obligation To Maintain The Port Infrastructure On The Territory Of Public Transport Ports. The Port Hydrotechnical Facilities /Breakwaters, Quay Walls, Etc./, Which Are Part Of The Elements Of The Port Infrastructure, Are Permanently Attached To The Terrain And Protect The Port Areas From Wind And Wave Impact While Serving The Connection Between The Ships And The Shore. In The Process Of Operation, These Facilities Are Subjected To Various Dynamic Impacts, As A Result Of Which Changes And Deformations Occur In Their Structures, Which Leads To A Change In Their Load Capacity. In Order To Determine The Stability Of The Hydrotechnical Facilities On The Territory Of The Port Terminals Provided For The Management Of Dppi, As Well As To Prevent Possible Accidents Or Destruction During Their Operation, The Practice Of Carrying Out Periodic Control And Monitoring Of The Deformations In Their Structures Through Geodetic Measurements Has Become Necessary. By Comparing The Obtained Results With Those Of Previous Measurements, Their Degree Of Resistance To Loads And Atmospheric Influences Is Determined Through Deformation Analysis. The Main Purpose Of The Public Procurement Is To Conduct Monitoring Of The State Of Port Facilities In Ports For Public Transport, Report And Constructive Analysis Of The Results, With The Aim Of Collecting Data For The Assessment Of The State Of These Objects. Monitoring Or Precise Geodetic Measurements Are A Preventive Measure Against Serious Destruction Of Quay Walls As A Result Of The Destructive Action Of Water As Well As Their Operational Loads. To Ensure The Safe Operation Of The Port Facilities On The Territory Of The Ports For Public Transport In 2005, Based On The Methodology And Technology Developed In 2003 By The Institute Of Water Transport Ltd., The First Benchmark Networks For Monitoring The Port Facilities Were Built. To Date, Several Cycles Of Geodetic Measurements Have Been Carried Out For Most Of The Terminals, With The Last Cycle Completed In 2019, And The Results Of The Various Measurements Have Been Systematized And Comparisons Have Been Made Between Them.
