Expression of Interest for Supply of Solar Cold Chain Storage Systems. The Smart Subsidy Scheme is designed to reduce the financial and adoption risks for vulnerable fishing cooperative members when investing in solar-powered cold storage technology. Through this approach, Mercy Corps facilitates direct linkage between selected vendors and cooperative members, enabling access to complete solar-powered cold storage solutions (including solar panels, batteries, delivery, and installation). The scheme targets cooperatives selected under the project and identified members with genuine economic interest and capacity to invest in solar-powered cold storage. Once members are confirmed, they will be linked with pre-approved vendors offering a range of cold storage options suited to different business needs. The subsidy model covers 80% of the total cost of the technology, while cooperative members contribute the remaining 20% cost share either upfront or through negotiated credit arrangements with vendors. To operate the scheme, Mercy Corps will sign Memoranda of Understanding (MoUs) with at least five vendors in Hadramout and four vendors in Aden. Vendors will commit to offering at least three or more types of solar-powered cold storage to meet diverse needs.
