Expression of Interest for Consultancy Services for the Management and Supervision of the Construction of Submarine Power Cables to Zanzibar Project The consulting services (the Services) include collaboration with Tanzania Electric Supply Company (TANESCO) in the procurement of EPC contracts for, supervision and contract management of the proposed 220 kV interconnection from Mainland Tanzania (Ununio) to Zanzibar Islands (Unguja), 132 kV interconnection from Mainland Tanzania (Tanga) to Pemba Island and 33 kV interconnection from Mkuranga to Mafia Island with associated substation extension works. The assignment shall also entail the provision of On-the-Job knowledge transfer to staff of Tanzania Electric Supply Company (TANESCO) and other Government agencies. Specific tasks that will be performed and completed over a contract period of not more than thirty (33) months will include: To review the feasibility study, conceptual design and bidding document, support in the procurement of EPC Contractors. To provide project and contract management support to the client and construction supervision and monitoring services during the design, manufacturing, installation, commissioning, and handover of the proposed transmission interconnection infrastructure. Provide supervision and monitoring support to the Employer of the post construction activities that will be required during the Defects Liability Period (DLP). Estimated assignment implementation is over a duration of thirty-three (33) calendar months for the 3 phases pre-construction phase (8 months), construction phase (23 months) and post-construction phase (2 months) for correction of any snag list and preparation of Project Completion Report (PCR). Tanzania Electric Supply Company (TANESCO) now invites application from eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: - With at least fifteen (15) years of demonstrable knowledge and experience in engineering design, procurement of contracts (preparation of specification and bidding document, evaluation and contract adjudication), construction supervision and contract management of energy infrastructure, transmission and distribution projects. - Must have at least, in the last fifteen (15) years procured and managed at least 2 submarine power cable projects/contracts of similar nature and size that have been successfully completed and in operation. - Must have at least, in the last ten (10) years managed at least one (1) similar transmission network (lines and substation) project that has been successfully completed and in operation. - Demonstrable experience in capacity building and knowledge transfer to clients staff would be an added advantage.
