These policies are transforming the journeys, statuses, and rights of people on the move. Health, a fundamental right, is fully integrated into this process: access to it and its outcomes depend heavily on social determinants, among which migration is now a major factor. Committed to universal health coverage, Doctors of the World (MdM) recognizes that migration can exacerbate vulnerability and increase health risks. On the ground, on both sides of the Mediterranean, MdM and its partners observe the direct and profound effects of European migration policies on the health and rights of migrants. In both the North and the South, these individuals face various forms of violence during their migration journey, as well as in their countries of origin, host countries, and transit zones, further increasing their vulnerability. Border control and outsourcing policies have unavoidable health consequences: they make journeys more dangerous, limit access to fundamental rights and fuel a hostile climate, marked by a progressive reduction of the space given to Euro-Mediterranean civil society working to protect the rights of people on the move. Today, migration routes linking North Africa to Europe are among the most used, representing a significant share of arrivals on the European continent. In this context, it appears essential to strengthen coordination in data collection, advocacy and to further value the expertise of organizations active throughout the Euro-Mediterranean region. Mission framework Doctors of the World (MdM) is an international medical development NGO and part of a global network. We provide medical assistance to vulnerable groups in Belgium and around the world. We advocate for universal health coverage where everyone has access to care without barriers (financial, cultural, geographical, etc.). To successfully carry out our mission, we rely on three pillars: Providing care : giving populations real access to healthcare. Change : more than helping, we want to change things in the long term. Bearing witness : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities. In Belgium and around the world, our projects are aimed at all people who do not have or no longer have access to healthcare. In particular, they are structured around five areas: people on the margins of society (homeless people, undocumented migrants, drug users, sex workers, etc.); vulnerable children ; women (supported in their fight for equality or against sexual violence, for example); people on the move or displaced persons ; and victims of crises or conflicts . The XENIA project is a 36-month project (April 2024-March 2027) implemented by Doctors of the World Belgium (MdM) with financial support from the Ministry of Foreign Affairs of the Netherlands as part of the Migration and Displacement program. It follows the following intervention logic: General Objective (GO): To contribute to the protection and resilience of people on the move, refugees, internally displaced persons and marginalized people within host communities in North Africa. Outcome 1: Strengthening the capacities and coordination of national partners for holistic and sustainable care of the most vulnerable people in North Africa Outcome 2: Strengthening the protection and resilience of vulnerable people in Tunisia and Morocco through holistic care Outcome 3: Promote and strengthen dialogue at local, regional and transnational levels on the protection of people on the move, refugees, asylum seekers and displaced persons through their meaningful participation in awareness-raising efforts. As part of outcomes 1 and 3, Doctors of the World Belgium is establishing a space for dialogue, research, knowledge sharing, and advocacy: the Mediterranean Health and Migration Hub ( MH2 ) . This space will be structured and developed collaboratively with member organizations with the aim of sharing knowledge and strengthening coordination focused on data collection and advocacy. Mission objectives: The consultant will be responsible for supporting the development, management, and structuring of the Mediterranean Health and Migration Hub through: The implementation of consultations with the member organizations of MH2 Support for reflection on the governance of the MH2 space The structuring of a space for exchange, data sharing and archiving The proposal of work and coordination tools Network management through the preparation, facilitation and reporting of MH2 meetings Support for the organization of events by MH2 (Webinars, presentations of studies or reports, networking and advocacy events, etc.) Deliverables: Deliverable 1: A methodological note detailing the proposed approach for structuring and operating the hub, a 14-month timeline = December 2025 Deliverable 2: Activity report covering the period from December 2025 to February 26 = March 2026 Deliverable 3: Activity report covering the period from March 26 to June 26 = July 2026 Deliverable 4: Activity report covering the period from July 2026 to October 2026 ( November 2026) Deliverable 5: Activity report covering the entire mission (December 25 to February 27), including the MH2 assessment, tools and outputs, and recommendations for the continuation of the initiative = March 2027 Desired profile and eligibility criteria The consultant(s) must meet the following profile: Hold a university degree (Master 2 or equivalent), preferably in development, political science, social science, legal science or related fields; Minimum 5 years experience in the field related to the services requested; Experience in research methodology and qualitative data collection; Advocacy experience; Excellent writing, summarizing and collaborative management skills; Understanding migration issues in the Euro-Mediterranean region; To have a perfect command of French and English. Duration and execution schedule The mission is planned for a duration of 50 to 55 days between December 15, 2025 and March 15, 2027. In all cases, the mission must be closed before March 31, 2027. The consultant may propose in their technical and financial offer the number of days they deem necessary to complete the mission, justifying it (if this number is greater than 55 days).
