The Subject Of The Public Procurement Includes The Issuance, Provision And Administration /Loading/ Of Food Vouchers On Electronic Media Within The Meaning Of Ordinance No. 7 Of July 9, 2003 On The Terms And Conditions For Issuing And Revoking A Permit To Carry Out Activities As An Operator Of Food Vouchers On Paper And Electronic Media, To Issue Food Vouchers On Electronic Media, The Characteristics Of The Issued Food Vouchers On Electronic Media And Carrying Out Activities As An Operator (Shortly Called Ordinance No. 7 Of July 9, 2003), In Conjunction With Art. 209A, Para. 2 Of The Zkpo For Workers And Employees Of Umbal Prof. Dr. Stoyan Kirkovich Jsc, As Well As To Persons With Whom The Enterprise Has Concluded Management And Control Contracts - Current And Future Ones, Within The Validity Period Of The Contract For Awarding The Order. The Estimated Nominal Value Of Food Vouchers On Electronic Media Per Worker/Employee Is Up To Bgn 200 Per Month For A Period Of 12 Months. The Estimated Number Of Employees Who Will Receive Monthly Food Vouchers In Electronic Form Is 910. The Estimated Value Of The Public Procurement Is In The Amount Of Bgn 2,186,002.00 Excluding Vat And Includes Both The Nominal Value Of The Vouchers And All Amounts Accompanying Their Issuance, Delivery And Loading. According To Art. 46, Para. 1 Of The Public Procurement Act, The Contracting Authority Finds That It Is Not Appropriate To Divide The Public Procurement Into Separate Items, Since All Supplies And Services That Should Be Realized Within The Framework Of The Execution Of The Public Procurement Contract Are Of Such A Nature That They Are Interconnected In A Way And To An Extent That, If The Items Were Divided, Would Lead To Significant Difficulties In Achieving The Desired End Result Of The Contracting Authority. The Subject Of The Public Procurement Is Not Divided Into Positions And Due To The Need For The Supplies And Services Included In The Subject Of The Procurement To Be Realized Under The Same Conditions And Terms And To Be Provided By The Same Person. The Nature Of The Order And The Activities Included In Its Subject Make It Possible To Correctly, Precisely And Clearly Define The Technical Specifications Of The Same. The Purpose Of Awarding The Order Is Within One Subject Without Distinguishing Positions. The Contracting Authority Should Have One Person - Contractor, Who Is Responsible For The Provided Supplies And Services, Subject Of The Public Procurement. In This Sense, It Would Be Inappropriate To Divide The Public Procurement Into Separate Positions. Given The Above Considerations And In View Of The Main Goal Of The Law To Achieve Efficiency In Spending Public Funds, In This Case It Is Assumed That The Division Of The Public Procurement Into Separate Positions Is Not Appropriate. The Execution Of The Order Should Be Carried Out According To The Conditions Described In Detail In The Technical Specification - Appendix No. 1, An Integral Part Of The Documentation.
