The Subject Of This Order Is Design And Implementation Of Construction (Engineering) Reconstruction, Expansion And Modernization Of Wwtp - Targovishte. The Public Order Includes Design (Development Of An Investment Project In The Technical Design Phase), Cmr For The Site, As Well As Authors Supervision During Construction. The Treatment Plant Should Be Designed And Implemented In Such A Way As To Cover The Guarantees Of The Project And To Be In Accordance With The Current Bulgarian And European Legislation. When Developing The Project, The Contractor Must Ensure: • Flexibility When Working With Varying Water Quantities And Load Modes; • Selection Of The Best Equipment, Which At The Same Time Ensures Low Operating Costs; • Duration Of Operation And Minimum Design Shelf Life; • Protection Of The Soil Under The Facilities; • Easy Operation And Maintenance Of The Station; • Duplication Or By-Passing Of Individual Treatment Steps, So That In Emergency Situations Certain Facilities Can Be Isolated For Maintenance Or Repair; Psov Should Be Designed And Built So That Individual Elements Can Be Isolated Without Affecting The General Operation Of The Station; • Safety Considerations In The Construction Of The Facilities; • Safety Considerations In The Operation And Maintenance Of The Station; • Compliance With The Environmental Aspects Resulting From The Applicable Current Legislation; • 24-Hour Management And Operation Of The Station, Without Interruption; • Efficient Power Consumption And Minimal Operating Costs. Authors Supervision - The Contractor Should Exercise Authors Supervision Of The Site, Which Includes: • Amendments To The Approved Investment Project, According To Art. 154 Of The Zut /If Necessary/; • Explanations Of Project Decisions /If Necessary/; • Participation In The Drafting Of Acts And Protocols During Construction; • Regular Visits To The Site For The Purposes Of Control In Compliance With The Approved Project; • Creation Of Working Details And Drawings; • Participation In The Regular Meetings Organized By The Employer And The Engineer/Construction Supervisor With The Participants In The Construction Process; • Preparation Of Orders In The Order Book; • Participation In A State Reception Committee. Since The Existing Site Of Wwtp-Targovishte Is Flooded, It Is Necessary To Take Additional Measures To Protect The Buildings, Facilities And Communications Between Them, According To The Contractors Project, Which Are Expressed, But Not Limited To The Following: • Measures To Raise Buildings, Facilities And/Or Mechanical And Technological Equipment And Especially Electrical And Scada Equipment To A Suitable Non-Floodable Elevation, By Providing Suitable Structures And Strengthening Elements, As Well As Their Protection Against Corrosion, Ensuring Watertightness (Of Concrete And Pipelines), Etc.; • Measures To Strengthen And Upgrade Existing Embankments And Road Crossings, In Order To Guarantee Access To Equipped
