Necessary Adaptation Developments. The Client Is The Foundation For University Admissions (Sfh). The Sfh Is A Foundation Under Public Law. The Subject Of The Procurement Is The Provision And Introduction Of Web-Based Human Resources Management Software As Part Of A Cloud-Based Saas Model, Including Customizing And Any Necessary Adaptation Developments. The Award Procedure Is A Negotiated Procedure With Participation Competition. The Relevant Eligibility Criteria Must Be Met In The Competition. All Participants Who Meet The Competition Criteria Will Be Invited To Submit An Initial Offer. As Part Of The Initial Offer, Two Concepts As Well As The Completed Requirements Catalog (Appendix 11 Requirements Catalog) And The Price Sheet Must Be Submitted As Documents Relevant To The Evaluation. The Credit Points Are Calculated Based On The Concepts And The Catalog Of Requirements. The 5 Bidders Who Achieve The Best Quotient Of Performance And Price (Key Figure Z = Performance Points Divided By Offer Price) Will Be Invited To The Negotiations. If Applicable. The Tender Documents Will Be Adjusted Based On The Results Of The Negotiations. The Above 5 Bidders Will Then Be Asked To Submit Their Final Offer. The Award Is Made Based On The Final Offers Using The Extended Benchmark Method: The Offer That Achieves The Highest Key Figure Z And All Other Offers That Deviate From This Highest Key Figure Z By A Maximum Of 10% (Range Of Fluctuations) Are Available For Selection. Of These Offers, The Offer With The Highest Performance Points Will Be Accepted (Completion Criterion). The Contractual Basis Is The Evb-It Cloud Contract. The Minimum Contract Period Is 48 Months. The Duration Of The Service Is Extended By 12 Months If It Is Not Terminated With Three Months Notice Before The End Of The Term.
