Introduction Expertise France, a French public international cooperation agency, is implementing a project to rehabilitate and re-equip Adwa Hospital in Tigray and Abala Hospital in Afar, with support from the European Union. The project aims to enhance healthcare services, with a particular focus on addressing Gender-Based Violence (GBV). This Terms of Reference (ToR) outlines the requirements for a consultancy to develop and deliver a GBV response-training package for staff at the One Stop Centers (OSCs) and sector leaders at these hospitals. III. Context and justification of the need Over the past two years, northern Ethiopia has experienced ongoing conflict, with renewed hostilities in mid-2022, resulting in significant humanitarian needs across the Afar and Tigray regions many of which remain largely unmet. The peace agreement signed in early November 2022 has raised hopes for lasting stability, leading to improved humanitarian access, service provision, and some infrastructural, political, and economic progress. Nonetheless, the regions continue to face severe challenges: large-scale displacement, damaged infrastructure, and limited operational basic services. The conflict has caused a sharp increase in reported GBV cases, particularly sexual violence; however, actual incidence is likely underreported due to limited access to healthcare, social stigma, and ongoing insecurity. Inter-sectoral assessments indicate rising psychosocial distress among children and caregivers, alongside negative survival strategies among affected populations. Over 14.2 million people are in need of protection assistance. The long-term impact of GBV and sexual violence remains a critical concern, necessitating comprehensive response strategies. TERMS OF REFERENCE In this context, Expertise Frances project seeks to support conflict-affected communities by restoring access to healthcare and protection services. Key interventions include establishing hospital-based OSCs, equipping them with necessary supplies, and building the capacity of frontline GBV responders and sector leaders. These efforts aim to improve access to qualified, survivor- centered GBV services, facilitate immediate medical care, and promote multi-sectoral coordination aligned with Ethiopian national GBV frameworks and regional mechanisms. This ToR seeks an external consultancy to develop and deliver a comprehensive GBV response- training package. The goal is to strengthen multi-sectoral collaboration, enhance survivor-centered services, and ensure adherence to international standards for GBV response in the project-affected regions. IV. Objectives 1) General objective The objective of the assignment is to strengthen the capacity of OSC staff and sector leaders to deliver comprehensive, survivor-centered, and ethically sound response services for gender-based violence through enhanced coordination, adherence to standards, and multi-sectoral collaboration. 2) Specific objectives 1. To enhance the knowledge and skills of OSC staff and sector leaders on comprehensive GBV response, including case management, clinical care, psychosocial support, and legal aspects. 2. To promote a survivor-centered, multi-sectoral approach aligned with GBV minimum standards and international human rights principles. 3. To foster effective coordination, information sharing, and collaboration among health, protection, legal, and psychosocial sectors for GBV survivors. 4. To build capacity for implementing Standard Operating Procedures (SOPs) and ensuring quality, ethical, and compassionate care. V. Scope of Work The consultancy will be implemented in alignment with relevant Ethiopian government structures and referral pathways both in the federal and regional levels (Afar and Tigray). Expertise France will facilitate engagement with appropriate authorities for coordination and endorsement prior to community-facing work or training involving multi-sector actors. The consultant will be responsible to: Develop and deliver six comprehensive, context-specific GBV response basic and TOT training package or module tailored for health sector managers, sector leaders, OSCs staffs and other direct GBV frontline service providers. Out of the total training days allocated to each module, two days will be dedicated for a Training of Trainers (TOT) on facilitation skills specific to that module. Select eight potential TOT trainees from the overall group for each training module, based on their knowledge and skills demonstrated during the basic training. Design training modules based on the latest international standards, adapted to Ethiopias context and disseminate it for target OSCs for the use of reference. Provide and disseminate standardized sample reporting, referral and other necessary formats for each target OSCs (e.g. forms for GBVCM, Counseling, consent, referral etc.) Issuing certificates of completion to participants Submitting a comprehensive training report, including: Summary of sessions Pre and Post-training assessment results Participant feedback Actionable recommendations for future training improvements.
