Request for proposals for Accelerating Biodiversity Conservation in the Peruvian Amazon through Innovative and Inclusive Financial Mechanisms Scope This consultancy will focus on the design and technical support of pilots for the Mechanism of Payment for Ecosystem Services (MERESE in Spanish) in the tourism and water (energy generation) modalities to be implemented in the Peruvian regions of Madre de Dios and Ancash , respectively, in accordance with current national regulations. While the overall scope includes actions related to both modalities, the main effort will be directed toward the MERESE tourism modality, which covers the Tambopata National Reserve (Madre de Dios), where technical documents, implementation plans, registration files, and systematization will be developed. Regarding the Ancash region, the consultancy will provide technical support for the development of a pilot under the water-related (energy) MERESE modality, working alongside the General Directorate of Environmental Economics and Financing at MINAM. In this sense, the consulting firm will focus on specific technical assistance, reviewing contributions, and strengthening the pilot consistency with national MERESE guidelines. The differentiated territorial approach is strategically aligned with the priorities established by the Ministry of Environment (MINAM), which also considers initiatives already underway. The consulting firm shall be responsible for providing all the human, technical, and logistical resources required for the consultancy execution. Furthermore, given that designing and supporting the two pilot projects requires specialized knowledge in both developing financial mechanisms and providing legal advice, the firm must include these resources in its technical proposal and budget, clearly stating them in the workplan and schedule of activities. General Objective: Design, implement, and provide support for the development pilots for the Mechanism of Payment for Ecosystem Services (MERESE), focusing on the tourism and water-related (energy) modalities, with the aim of innovating and diversifying this instrument. These design processes will be carried out in accordance with current national regulations, particularly the Guidelines for the Design and Implementation of MERESE (Ministerial Resolution N.° 014-2021-MINAM), ensuring its relevance and technical, institutional, financial, social, and environmental viability. In addition, the pilots should demonstrate potential for scalability and replicability in different contexts.
