Tenders are invited for Production of a Short Video Production of a short video that seeks to tell the stories of displaced individuals and families, including frontliners from Jenin refugee camp, who themselves have been displaced and are now supporting others. Through these personal narratives, the film aims to raise awareness about the ongoing Palestinian struggle and highlight the critical role Oxfam plays in responding to humanitarian needs. Background As part of Oxfams humanitarian response program in the West Bank, Oxfam and TAM collaborated to provide comprehensive support kitsincluding dignity items, bedding, cleaning supplies, and kitchenwareto Palestinians internally displaced from Jenin, Nur Shams, and Tulkarem refugee camps. The Israeli military operation in Jenin, which began on 21 January 2025, was the longest in the West Bank since the early 2000s. On 28 January, the operation expanded to Tulkarem city and its two refugee camps, Tulkarem and Nur Shams, and also affected Tammun town and El Fara refugee camp in Tubas for one week. By 10 February, UNRWA reported that over 40,000 Palestine refugees had been displaced from these areas. Most displaced individuals initially sought shelter in temporary facilities but were later forced to move into rented accommodations. These families now face unaffordable rent and rising daily expenses. In response, Oxfam provided support to the most vulnerable displaced families living in rental homes, in coordination with local protection committees. This intervention aimed to strengthen their resilience by improving access to basic needs while preserving their dignity, privacy, and protection. Oxfam would like to contract a service provider to produce a short video that seeks to tell the stories of displaced individuals and families, including frontliners, who themselves have been displaced and are now supporting others. Through these personal narratives, the film aims to raise awareness about the ongoing Palestinian struggle and highlight the critical role Oxfam plays in responding to humanitarian needs. As Palestinians continue to face multiple, complex layers of Israels illegal occupation manifesting in military operations, displacement, economic hardship, and restrictions on movement, Oxfam continues to stand alongside affected communities. Through close partnerships and locally led action, Oxfam supports efforts to meet evolving needs, strengthen resilience, and uphold dignity and protection. Objective To produce a 2-minute short video that visually captures the experiences of Palestinians from Jenin refugee camp who have been internally displacedhighlighting their daily struggles, repeated displacement, and the hardships they face, including loss of employment and lack of livelihood opportunities in addition to Oxfams role in supporting these communities. The video will feature: · Frontliners and community members supported by Oxfam (four-five), sharing their personal stories and testimonies of displacement. · Reflections on their past daily lives in the refugee camp. · Frontliners discussing how they are now supporting other displaced beneficiaries. · B roll footage showing the destruction of Jenin refugee camp, current conditions in Jenin, and the homes people have moved into. · Still photography from all visited locations and portraits of beneficiaries. · Visuals and testimonies that emphasize the impact of Oxfams humanitarian response and the need for continued support in the face of ongoing occupation-related challenges. The video will also serve as a call to action, underscoring the importance of maintaining and expanding Oxfams work in areas affected by displacement and occupation, where humanitarian needs are growing and evolving. Scope of Work The selected service provider will be responsible for the planning, direction, production, and post- production of a short video that highlights the untold stories of Palestinian frontliners who have been displaced and are now supporting other displaced families. The video will also reflect on their previous lives in the refugee camp, and the role Oxfam has played in supporting them. The scope includes, but is not limited to: · Conducting an initial meeting with the Oxfam team to align on objectives, expectations, and deliverables. · Developing the concept and proposing a detailed storyboard and narrative and interview questions. · One day of filming, covering: o Jenin refugee camp and Jenin city. o Homes of displaced individuals and families including the ones that are unfinished. o Interviews with displaced frontliners and community members. o Documentation of daily realities before and after displacement, and the challenges they continue to face. o Capturing the impact of Oxfams interventions and the importance of its continued work in these communities, especially in light of the multifaceted nature of the Israeli occupation. o Drone footage to be included (if available) · Editing, subtitling the provided video footage into engaging narratives, including high-quality interviews, and relevant b-roll. Final edited video files in 1080p MP4 format, 16:9, square, and Portrait versions, including clean versions of the editions with (1-2) minutes. · Transcripts of the edited video (English or Arabic) · Delivery of final edited video and all raw materials to be shared with Oxfam team. · Ethical Considerations : All content must be collected with full informed consent, consent forms must be signed by all interviewees. · Submission · Please submit the technical and financial offers (with all requested documents) by email to: [email protected] quoting the reference code in the subject line of your email, no later than November 25th, 2025.
