The Municipality Of Pyhäjoki (Hereinafter Referred To As The Procurement Unit) Requests Your Offer For The Provision Of Consulting Services For The Preparation Of The Consulting Work Described Below In Accordance With This Request For Tenders. The Municipality Of Pyhäjoki Has Launched The Erdf Project Initiating A Hydrogen Economy In The Raahe Region For The Realization Of A Clean Transition, With A Project Period Of July 1, 2025 To June 30, 2027. Background And Goal Of The Project: The National Main Pipeline Only Enables A Clean Transition And A Hydrogen Economy. The Realization Of The Goals, Does Not In Itself Realize Them. The Responsibility For Starting The Hydrogen Economy And Obtaining The Business Benefits Of The Climate And Clean Transition Rests With The Implementation Of The Regions. At The Same Time, The Arrival Of The Hydrogen Pipeline In The Area Will Shape The Economic And Community Structure Of The Area In A Fundamental Way, Which Requires Concrete Planning And Implementation Of New Structures. Timely Regional Hydrogen Economy Launch Planning And Implementation Ensure These Benefits, And In Practice Advance The Achievement Of These Benefits Even Before The Actual Pipeline Is Completed By Enabling The Production And Use Of Hydrogen And Its Further Products Within The Region First. With This Project, The Raahe Region Wants To Concretely Enable The Launch Of A Hydrogen Economy In Order To Achieve A Clean Transition In The Region And Thereby Also In Finland. With This Call For Tenders, We Will Procure: A Regional Scenario-Based Energy Flow Calculation And Modeling Of The End-To-End Ecosystem Structure Of The Regional Hydrogen Economy, Where You Can Find At Least The Following Things: -Definition Of The Scenarios (3-4 Copies), Which Shows The Different Actors, Roles And Interfaces Of The Hydrogen Economy And Their Review As Actors As A Whole-The Time Span Of The Scenarios Covers The Examination From The Starting Year 2026 Until The Time When The National Hydrogen Trunk Pipeline Is Built In The Region Of North Ostrobothnia (During The Project, The Latest Publicly Available Best Understanding Of The Estimated Schedule For The Construction Of The National Hydrogen Trunk Pipeline Will Be Used)-All Scenarios Are Based On The Unique Characteristics, Challenges, Opportunities And Conditions Of This Region, Evaluated In Relation To The General To The Identified National And Eu-Level Views On Introducing Hydrogen Into An Industrial Society- The Starting Point Of The Scenarios Is To Identify And Identify All Existing And Planned Clean Transition Industrial-Level Electricity Production (Wind Power, Solar Power, Regional Nuclear Power) And Uses, Electricity Availability And Locations From Main Grid Substations, Clean Transition Industrial Plots Indicated By The Region, Hydrogen Pipeline Alignment Options, The Entire Region Both As A Production Area And From The Point Of View Of Transporting Downstream Products, The Other Production Factors And Conditions Necessary For The Production Of The Main Downstream Products Of Hydrogen Towards The Longest Possible Regional Value-Added Chain-Into Each Scenario Are Added The Opportunities, Solutions And Missing Pieces Of The Value Chain Brought Up By Each Scenario, With Which Additions Each Scenario Turns Into The Basis Of An End-To-End Functioning Ecosystem, I.E. Which Structures Or Actors Need To Be Acquired In Addition And We Look At These As A Whole-Each Scenario Is Assigned A Calculated Indicative Probability Of Realization And A Weight Based On A High-Quality Analysis-Determining And Calculating The Production And Use Flows Of Energy And Hydrogen Based On The Defined Scenarios-These Energy Flows Refer To All Forms Of Energy Related To Energy Transfer, Such As The Transfer Of Electrical Energy, Substations To The Grid, And Energy-Containing Substances Such As Hydrogen And Its Clean Transition Further Refiners-Scenario-Based Regional Current Calculation (Production Economic Net Calculation), Which Examines The Potential Of Hydrogen Production And Use And How They Are Possibly First Balanced Within The Region And To What Extent They Are Related To The Main Network Being Built-Em. Using Scenarios And Calculations, Modeling Of The End-To-End Ecosystem Structure Of The Regional Hydrogen Economys Clean Transition Is Produced, Which Enables Demoing And Simulation Of Modeling And Enables Answering At Least These Questions (The Answers And The Whole Are Presented Through Recommendations In The Form Of A Strategy):-What Different Paths Can Be Used To Reach Regionally Commercially Reasonable Results (As Well As A Reasoned View, Which Of These Is The Recommended Path And With What Assumptions)?-What Previously Unrecognized Opportunities And Obstacles Factors Emerge?-Taking Into Account The Energy Flow Calculations And Scenarios, What Baseline Expectations Should Be Checked?-Can, And If So, How Can The Region Start An Ecosystem Of Hydrogen Production And Use On Reasonable Grounds Even Before The National Hydrogen Pipeline Arrives In The Region, Utilizing The Regions Own Distribution Network?-What Low-Carbon, Climate And Clean Transition Effects Does The Recommended Path/Strategy Enable? -With Which Assumptions, Quantitative Calculations And Scenarios Is The Area A Net Producer Or Net User Of Hydrogen In Relation To The Hydrogen Main Pipeline?-Attachment: A Top-Level Listing Of Examples Of Low-Carbon Hydrogen Ecosystem Areas In The Eu/Eea Area Or Developing Into Such Areas (Limited Desktop Study)-In This Call For Tenders, Words Such As Area, Regional And Raahe Region Refer To The Geographical Area Which The City Of Raahe, The Municipality Of Siikajoki And The Municipality Of Pyhäjoki Together Form.-The Results Are Produced As One Complete Entity, Which Reflects The Situation And Details Of This Particular Planning Area (So Not Just General Generic Hydrogen Economy Models)
