Expression of Interest are invited for Montenegro - Just Transition Plan for Pljevlja Coal Region In June 2025, Montenegro established the Just Transition Council, an inter-ministerial body tasked with governing the Just Transition process. One of the Councils primary priorities is the development of a comprehensive Just Transition Plan for the Pljevlja Coal Region. This plan will serve as a roadmap for transitioning the regions economy and workforce away from coal dependency while ensuring social equity and economic sustainability. The European Commission and the Energy Community Secretariat provide clear guidance on Just Transition planning. These guidelines emphasize the integration of Just Transition Plans within NECPs, the assessment of economic and social impacts, and the alignment of development objectives with climate neutrality goals. The World Bank is seeking to engage a consultant (firm or consortium) to support the development of the Just Transition Plan for Pljevlja, Montenegro.
