About Diakonie Katastrophenhilfe (DKH) Diakonie Katastrophenhilfe provides humanitarian aid worldwide. The organisation is committed to the humanitarian principles and its code of conduct and is a signatory to Charter4Change. The assistance provided by Diakonie Katastrophenhilfe is adapted to local conditions and integrated into the economic, social and political context of a specific country or region. Diakonie Katastrophenhilfe has a regional hub in Dakar, Senegal and 3 national offices in Cameroon, Haiti and the Democratic Republic of Congo (DRC), aligned with the regional hub in Dakar, Senegal. In Chad, Diakonie Katastrophenhilfe has been present since 2010, providing emergency aid, rehabilitation, disaster risk reduction and resilience building through local and international partners, in synergy with our sister organization Brot für die Welt (Bread for the World), active in development aid. 3. Background and Rationale Diakonie Katastrophenhilfe (DKH) seeks to strengthen community resilience in the Lake Chad Basin, particularly in the Lake Province (Chad), the Diffa Region (Niger) and the Far North Region (Cameroon) through the funding it seeks to mobilize. Affected people and communities in these regions face multiple challenges, including displacement due to conflict, the impacts of climate change, and economic insecurity. Particular attention is paid to integrated approaches to resilience that focus on stabilising livelihoods, improving access to essential services, social cohesion, supporting economic recovery and building local capacities to manage crises and adapt to evolving risks. In order to develop a project that effectively strengthens existing resilience capacities at different levels, DKH plans to carry out a resilience analysis for the project design. This analysis will contribute directly to the design of the project by identifying key areas in which DKH and local partner organisations can effectively support affected people and local structures by overcoming crises and building resilience. Transition assistance for development focuses on building resilience at three levels: individuals, households, and local communities/structures. There are three areas where capacity needs to be strengthened in order to strengthen the resilience of local populations and structures. Stabilization capacity is about enabling people to meet their basic needs, ensuring that systems maintain their functional capabilities, and ensuring their survival in times of crisis. Adaptive capacity aims to enable people and systems to adapt to long-term changes and mitigate, or ideally minimize, negative impacts. Transformative capacity refers to the ability to make structural changes in order to create sustainable living conditions by addressing the root causes of vulnerability (power structures, economic status, etc.). Resilience analysis is a systematic study aimed at understanding the capacities of individuals, communities and structures to resist, adapt and recover from crises. It is a key element in the design of a transitional development assistance project and aims to gain a comprehensive understanding of: - the risks and crises that exist in a given context, - the actors and structures involved and responsible, as well as their strengths, potentials and skills (resilience capacities) to deal with these risks and crises, - the needs and opportunities to further strengthen these capacities in a cross-sectoral manner. The capacities and skills identified in the resilience analysis as needing to be strengthened (outcome level), as well as their usefulness in addressing crises and risks (eect level), are the starting point for project planning and design. These will be addressed in the theory of change, which describes the desired change process for the project. In addition, it serves as a basis for the management and monitoring of the project. 4. Objective, purpose and use In order to inform the design of the project, DKH wishes to engage a consultant or team of consultants to conduct a comprehensive resilience analysis in selected locations in the Lake Chad Basin including the Lake Province (Chad), the Diffa Region (Niger) and the Far North Region (Cameroon). The resilience analysis should answer a comprehensive set of guiding questions and in the following manner: 1) Risk and crisis What are the risks and crises (economic, ecological, political, security and/or societal) that affect the lives of citizens as well as governmental and non-governmental institutions, networks and organizations at the sub-national level? What are the conflicts (acute and latent), dividing lines and phenomena of violence that exist and have an impact on the development of the affected people and communities? How do different risks and crises interact with each other (interdependencies)? What is the dynamic between the different risks and crises? What are the foreseeable developments and risks for new/future crises or a change in the situation (worsening, maintaining or improving)? How likely are these risks to materialize? 2) Actors concerned and affected How do individuals, households, communities, governmental and non-governmental institutions, networks and organizations at the subnational level respond to associated crises, shocks and permanent/recurrent tensions? Which individuals, groups and structures are particularly vulnerable? Which actors or decision-makers on the ground have reacted to and/or influenced crises? How do they coordinate? Are there generally accepted policy frameworks and strategies for action? What are the relationships (of power and hierarchical levels) between the actors involved and the people affected by the crises? What are the resources, capacities and possibilities for action of these actors? 3) Resilience-building capacities and potentials Which actors have responded to permanent/recurrent crises, shocks and stresses by adopting which strategies or behaviours? With what results (including negative coping strategies)? How are affected people, governmental and non-governmental institutions, networks and organizations preparing to deal with ongoing/recurring shocks and tensions? What resilience capacities are already in place? How are existing capacities linked to the three capacities of resilience: stability, adaptation and transformation at the different levels implemented (individual, household, community)? What capacities are needed and need to be strengthened (identify and strengthen potentials) Resilience Capacity Matrix 4) Do no harm Given the context of crisis and conflict, what are the possible unforeseen negative effects of the project? What are the possible measures to mitigate the risks (do no harm)? How is engagement perceived locally (in terms of geographical orientation, target groups, sectors, etc.) Are they aimed at all groups of people in the sense of the 2030 Agenda (leaving no one behind)? 5) Humanitarian, development and peace nexus Which humanitarian, development and peacebuilding actors are active in the context? What are their skills and comparative advantages? Are there HDP-Nexus coordination mechanisms? How and by whom can coordination and exchange be facilitated or agreed? What collective objectives have already been formulated? In which areas does the project have concrete potential for cooperation and/or synergies with humanitarian, development and/or peacebuilding actors? What are the needs for promoting social cohesion (pillar of peace) in the local context and what are the opportunities to strengthen social cohesion? What is the potential synergies with peacebuilding actors? Data collection is followed by a consultation process with partners, representatives of target groups and other key stakeholders to discuss, validate and, if necessary, supplement the results of the preliminary analysis and data collection. This consultation process can take the form of a workshop. The resilience capacity matrix and the framing questions are completed, revised if necessary and finalised. The comprehensive resilience analysis provides insights for a theory of change and indicators for the proposed project. The study must: Identify resilience capacities at the individual, household, community and other subnational levels (using a resilience capacity matrix see section 3 above). Examine how communities are currently managing recurring risks (climate, economic, social and political) and identify existing resilience gaps. Make recommendations on how to build resilience capacities: stabilizing livelihoods, improving access to essential services, supporting economic recovery, building local capacities to manage crises and adapt to changing risks. The analysis will help shape the projects theory of change and inform the decision-making processes as part of the proposal development. It must ensure a strong integration of the perspectives of those affected by risks and crises. DKH is looking for a consultant/team of consultants to conduct this in-depth resilience analysis using primary data as well as secondary data. 5. Methodology The consultant(s) will be responsible for the design of the study, including methodology, sampling, research methods, and data collection tools.
