Facility Operating Agreement - Wyndham-Carseland Provincial Park . Alberta Forestry And Parks - Parks Division (“Alberta Parks”) Is Seeking A Business Entity Or Non-Profit Organization Or Proponent Team To Operate And Maintain The Premises - Wyndham-Carseland Provincial Park Approximately Half Of The Campgrounds In The Provincial Parks System Are Operated Under Contract. Facility Operating Agreements Are Like A Franchise Model, With The Operator Operating Under The Alberta Parks Brand, And Being Required To Follow The Provincial Parks Fees Order, Regulations, Directives, Performance Standards, And Business Rules For Consistency Across The Alberta Parks System. A Foa Is A Contract To Deliver Alberta Parks Services, Not A Long-Term Lease To Run A Private Business, And Is More Like A Turnkey Operation With Contractual Expectations And Processes (E.G., Annual Operating Plan, Revenue And Expense Reporting.) Under An Foa, The Operator Is Responsible For The Day-To-Day Tasks Associated With Running The Facilities Covered By The Agreement, Both Those From Which They Generate Revenue (Campgrounds) And Those From Which They Do Not Generate Revenue (Day Use Areas). This Includes Ongoing Routine Maintenance And Repairs To Infrastructure. The Operator Collects Approved Fees From Visitors And Pays A Portion Back To The Province. A Foa Is A Type Of Revenue Contract Which Is Different Than A Service Contract, Where A Vendor Is Paid A Set Amount To Deliver Specified Products Or Services.
