Legal Services – Specialized Legal Services And Administrative Management With The Capacity To Act In The Spanish And Chinese Jurisdiction For The Start-Up Of The Beihang Valencia Polytechnic Institut (Bvpi), Through Unit Prices. The File Originates From The Need To Provide The Upv With Comprehensive Legal And Administrative Management Services And Advice For The Creation And Operation Of The Beihang-Valencia Polytechnic Institute Center, In Compliance With The Different Agreements Formalized By The Upv With The Beihang University In China During The Year 2025. The Objective Of This Center Is To Promote The Internationalization Of Higher Education For Both Institutions. This Institute Will Lack Its Own Legal Personality, So The Upv Must Establish A Legal Entity In China That Will Act As The Operating Entity Of The Project And Will Allow The Execution Of All The Activities Necessary For Its Start-Up And Operation. Currently, These Service And Advisory Functions Lack Contractual Coverage, Which Implies A Real Risk Of Paralysis Of The Project Due To Its Complexity, As Well As The Lack Of Harmonization Of The Different Applicable Legislation In The Future Center As The Upv Does Not Have Personnel With Knowledge Of Chinese Legislation Or Experience In Binational Legal Projects, Nor Professionals Authorized To Act Before Chinese Authorities. Furthermore, The Required Procedures Must Be Partially Carried Out In China, Where Only Locally Accredited Lawyers Can Intervene. Contracting These Services, Obtaining Authorizations And Establishing A Legal Entity That Can Operate In China Is Necessary Since The Upv Does Not Have In Its Internal Structure Legal Personnel Specialized In Chinese Legislation, Nor Experience In The Development Of Binational Legal Projects Of This Nature.
