The Finnish Food Agency Requests Applications For Participation In A Limited Negotiation Procedure, The Desired Outcome Of Which Is That The Finnish Food Agency, As A Procurement Entity, Will Enter Into An Agreement With One (1) Supplier For The Collection, Transport And Processing Services Of Carcasses Of Dead Or Euthanized Animals. The Object Of The Procurement Is Described In More Detail In The Appendix To The Request For Participation. The Procurement Documents Are Preliminary At This Stage And The Information In Them Will Be Specified As The Procurement Progresses. The Content And Scope Of The Procurement Contract Will Be Specified During The Procurement Procedure. The Final Procurement Documents Are Defined In The Final Request For Tender. General Object The Object Of The Procurement Is The Collection, Transport And Handling Services Of Animals, Including Wild Animals, Killed Or Killed Due To A Class A, B Or C Disease, Another Preventable Disease Or A New Animal Disease. Some Of The Animal Diseases Are Considered So Serious That They Are Combated By Official Measures. Animal Diseases Can Complicate The Operating Conditions Of Livestock Production, Significantly Damage Wild Animal Populations, Significantly Prevent Or Hinder The Export Or Trade Of Animals Or Animal-Derived Products, Or Can Be Transmitted From An Animal To A Human Causing A Serious Illness. In Order To Prevent The Spread Of An Animal Disease Epidemic, Quick Response And Availability Of The Service Must Be Taken Into Account, As Well As A Method Of Operation That Enables The Fast Transfer Of Euthanized Animals To Processing. The Service That Is The Subject Of Procurement Is A Total Service Produced By The Supplier, Which Includes The Entire Process From The Delivery Of Animal By-Product Collection Containers To The Processing Of The Collected Animal Material. The Service Subject To Procurement Includes The Collection Of Animal By-Products From Holding Places Or Another Designated Place (E.G. Animal Discovery Area), In Accordance With The Regulations For Their Transport And Handling, And The Implementation Of Appropriate Biosecurity Measures, Including Disinfection Of The Equipment Used And Personnel Protection Measures. The Service Must Be Available Nationwide To Different Parts Of Finland, Incl. Åland, Because The Location Of The Service Need Can Vary. The Supplier Must Be Ready To Collect, Transport And Handle Carcasses And Parts Of Carcasses Or Other Animal By-Products (Excluding Milk, Fluff And Manure) Of All Animal Species. The Animal By-Products Included In This Purchase Are Produced From Different Animal Species, Such As Birds, Pigs, Ruminants And Other Similar Animals Kept By Humans (E.G. Fish, Fur Animals) And Wild Animals (E.G. Wild Boars, Deer, Birds). In Order To Prevent The Spread Of An Animal Disease Epidemic And To Safely Manage The Disease Situation, The Carcass Processing Facility Must Be Located In Finland. The Processing Method Of The Material Generated In The Service Must Be Pressure Sterilization In Accordance With The By-Product Regulation (Ec) No 1069/2009).
