If More Than 3 Applicants Meet The Set Minimum Requirements, The Ordering Party Will Select And Prequalify The 3 Most Suitable Applicants, Who Will Then Be Invited To Submit Offers. However, The Ordering Party Reserves The Right To Award On The Basis Of The Initial Offers Without Conducting Negotiations, Just As The Ordering Party Reserves The Right To Limit The Number Of Bidders Already After The Initial Bidding Round.
