Request for proposals for Consultancy on Developing Learning Modules. Closing Date: 1 Dec 2025 Terms of Reference (TOR) for Development of a Self-Paced Online Course on Social Capital and Inclusion Approaches for Refugee Policy and Programming in Kenya and the Design of a Supporting Learning Management System (LMS). 1.Who is the Regional Durable Solutions Secretariat? ReDSS is a secretariat working on behalf of 14 international and national NGOs working on forced displacement in East Africa, the Horn of Africa and the Great Lakes region. We were established in 2015 in response to a desire by the NGO community to be more proactive in shaping durable solutions policy and programming in the region. Our team works both a regional and country level and focusses on the translation of evidence and research into policies and programmes that can better deliver for displacement-affected communities. We do this through a range of activities, including convening key stakeholders at multiple levels to produce consensus around collective actions that can be taken; supporting new evidence generation through commissioning and undertaking research and analysis; and building the capacity of key actors through delivering training and developing tools and guidance. We do not implement programmes directly, and by maintaining this distance are better able to play a neutral role across the system. 2. Purpose of the consultancy The purpose of this consultancy is to design, develop, and deliver a professional-quality, self-paced eLearning module on Social Capital and Inclusion Approaches, and to design and operationalize a functional Learning Management System (LMS) to host and deliver the module. The course will translate ReDSSs evidence and learning into an interactive and accessible digital experience aimed at strengthening the knowledge and capacities of actors, practitioners, and policymakers engaged in refugee policy and programming in Kenya. The LMS should also be scalable for future ReDSS learning modules. 3. Background Kenya hosts one of the largest refugee populations in Africa, with over 860,000[1] refugees and asylum seekers as of September 2025. With the launch of the Shirika Plan in March 2025, the country has made significant progress toward promoting inclusion and self-reliance for displacement-affected Communities. Building on national and global policy commitments, aid actors are increasingly applying inclusive, evidence-based, and socially grounded approaches in refugee management and programming. Social capital is broadly defined as connection among individuals, social networks and the norms of reciprocity and trustworthiness that arise from them. The networks, trust, and relationships that enable individuals and communities to act collectively, plays a critical role in shaping inclusion outcomes for refugees and host communities. A durable solutions analysis[2] conducted by the Regional Durable Solutions Secretariat (ReDSS) have identified Social Capital as a mechanism to enhance aid effectiveness and impact when it comes to self-reliance and inclusion in Dadaab, Garissa. In addition, the Secretariat conducted a baseline assessment assessing the levels of Social Capital and correlation with Self-reliance among Dadaab residents that are part of a livelihood intervention in a consortium led by Danish Refugee Council (DRC) as part of a larger body of work on Social Capital and Inclusion in Kenya and Somalia. To deepen understanding and practical application of this concept, ReDSS seeks to translate this body of work into a self-paced digital learning experience. This initiative will equip practitioners, policymakers, and aid actors with actionable knowledge on Social Capital and Inclusion Approaches to strengthen program design, policy dialogue, and durable solutions work in Kenya. 4. Objective of the consultancy Overall, ReDSS aims to recruit a consultant(s) to design, develop, and deploy a professional-quality, self-paced online learning course on Social Capital and Inclusion Approaches supported by a fully functional, scalable, and accessible Learning Management System (LMS) to strengthen the capacities of practitioners and policymakers engaged in refugee policy and programming in Kenya. Specifically, the consultancy objectives are : To translate existing ReDSS evidence and learning on Social Capital and Inclusion Approaches into an interactive e-learning curriculum that applies adult learning principles and contextualizes knowledge for the Kenyan refugee context. To design and operationalize a customized, secure, and low-bandwidth-friendly LMS that supports hosting, learner management, progress tracking, certification, and future expansion of ReDSS learning offerings. To pilot, validate, refine, and finalize the course and LMS based on user feedback ensuring high usability, accessibility, and sustained admin capability through training and technical documentation. 5. Methodology & Scope of Work The selected consulting firm will employ a user-centred, evidence-based, and participatory approach. The process should emphasize contextual relevance, accessibility (including low-bandwidth compatibility), and strong alignment with adult learning and inclusion principles. a. Review and Synthesis of Existing Materials Conduct a focused desk review of existing learning resources, evidence reports, and case studies provided by ReDSS (The Social Capital Baseline Assessment Report, Workshop Materials, the Inclusivity Index Report among other materials). Synthesize core lessons, frameworks, case studies, and approaches on social capital and inclusion relevant to refugee programming and policy in Kenya. Identify any knowledge gaps and opportunities for future research and contextual adaptation. b. Collaborative Design and Validation Engage with ReDSSs teams to validate learning priorities, audience needs and expected outcomes. Co-design the course structure, ensuring clear learning outcomes and adherence to adult learning principles and sector priorities. c. Instructional Design and Content Development Apply instructional design principles to transform existing materials into interactive learning experiences. Incorporate multimedia content including text-based content, visuals, videos, infographics, quizzes, and reflective exercises. Ensure strong linkages between theory, real-world refugee programming, and policy applications. All content and media should meet accessibility best practices (e.g., captions, colour contrast, alt text, readable fonts) and be optimized for both mobile and low-bandwidth environments. d. LMS Design and Development Conduct a user and systems needs assessment to determine platform specifications and user roles. Design and configure a customized, scalable, and secure LMS (using open-source platforms such as, but not limited to, Moodle, Thinkific, Canvas LMS, Teachfloor, Odoo etc.) to host and manage the course All user interfaces and visuals should align with ReDSSs brand identity, including logo usage, colours, and typography. Integrate essential functionalities such as user management, progress tracking, discussion forums, reporting dashboards, and certification. Ensure the LMS is mobile-friendly and accessible in low-bandwidth environments. The LMS must comply with relevant data protection regulations and include appropriate security measures to protect user data (e.g., encrypted connections, role-based access, secure logins). Develop an admin guide and deliver training for system administrators. This should include a simple maintenance and troubleshooting manual to enable ReDSS to independently manage updates and add new modules in future. e. Validation and Feedback Integration Conduct a pilot test of the LMS and learning module with selected users (ReDSS staff and external partners.) The pilot phase should also include setup of basic analytics (e.g., completion rates, quiz results, user feedback) to support ReDSS in monitoring course effectiveness. Gather feedback on technical performance, usability, and content clarity. Refine and finalize all deliverables based on feedback, ensuring quality, and accessibility. Scope of Work The consultancy will be implemented in four key phases, as outlined below. Phase 1: Inception and Framework Design Objective: Establish a shared understanding, methodology and design framework for the course and LMS development. Key Tasks: Conduct inception meetings and a brief needs assessment. Review existing materials and resources provided by ReDSS. Develop a conceptual framework for the course. Prepare an Inception Report detailing methodology and workplan (outputs and timelines.) Deliverable: Inception Report and approved work plan. Phase 2: Course Content Development Objective: Develop the self-paced course content and interactivity. Key Tasks: Develop a course outline, with breakdown of individual lessons and accompanying supplementary lesson material. Creation of supplementary multimedia assets and activities. Incorporate interactive tools and multimedia resources. Validate draft content through technical review sessions with the ReDSSs team. Deliverable: Complete draft course with interactive features ready for LMS integration. Phase 3: LMS Design and Development Objective: Build and Configure the LMS environment. Key Tasks: Assess user requirements and desired platform functionalities resulting in a preferred platform. Design, configure, and test the LMS backend to ensure ease of admin access for non-technical users. Develop the front-end user/ student interface for ease of use, progress tracking, reporting tools, and certification features. Conduct internal testing for both back and front-end users to ensure performance, accessibility, and data security compliance. Deliverable: Fully functional LMS ready for course integration.
