Expression Of Interest Are Invited For Assessing Government-To-Person (G2p) Payments For Adaptive Social Protection In Tonga Assignment The Primary Objective Of This Assignment Is To Conduct A Study In Close Collaboration With The Government Of Tonga, Centered On A Small-Scale Pilot Project. The Goal Is To Generate Insights That Will Inform Policy Decisions And Support The Potential Scale-Up Of Emergency Payment Programs. Findings From This Fieldwork Will Help The World Bank Better Understand The Operating Environment And Associated Risks As Relevant Ministries Work To Strengthen Adaptive Social Protection (Asp), Government-To-Person (G2p) Payments, And Financial Inclusion. Background Building Climate Resilience Is Especially Critical For Tonga, Which Faces Significant Threats From Disasters And Climate ChangeIncluding Tropical Cyclones, Storms, Tsunamis, Volcanic Activity, And Drought. In A Typical Disaster Year, More Than 40 Percent Of Tongans Are Affected, With Economic Losses Reaching Up To 14 Percent Of Gdp. Historically, G2p Payments For Disaster Relief In Tonga Have Been Delivered Mainly Through Physical Cash, Cash Vouchers, And, For Those In Remote Areas, Direct Bank Deposits. This Heavy Reliance On Cash And A Fragmented, Paper-Based Public Financial Management System Increases The Time, Administrative Burden, And Risks Associated With Government Response. Following A Needs Assessment Conducted In March 2025, The World Bank Has Identified Mobile Money As A Promising Entry Point For The Next Phase Of G2px Engagement. While The Mobile Money Sector In Tonga Is Still EmergingWith Limited Adoption, Low Financial Literacy, And Gaps In Digital And Physical InfrastructureThe Affordability And Broad Potential Reach Of Mobile Money Make It An Attractive Solution For Delivering G2p Payments Quickly, Efficiently, And At Scale. Mobile Phone Ownership Is High, With 60 Percent Of The Population Owning A Mobile Phone According To 2022 World Bank Data, And Interviewees Reporting Even Higher Rates Of Penetration. Supported By The G2px Trust Fund, The World Bank Is Providing Technical Assistance To The Government Of Tonga To Assess Practical Ways To Enhance Emergency Payments. This Assessment Consists Of Three Components: Pilot Program: Testing The Use Of Mobile Money Wallets And Bank Accounts To Deliver G2p Payments. Standard Operating Procedure (Sop) Review: Evaluating A Sop Developed For The Application Of Digital G2p Payments In Asp Scenarios. Financial Literacy Sessions: Delivering Financial Literacy Training Targeting Women And Vulnerable Groups, With A Focus On Gender-Sensitive And Transformative Approaches. This Includes Designing Materials And Training Delivery To Accommodate Needs Such As Childcare During Sessions.
