Tenders Are Invited For Engineering For The Introduction Of Energy Efficiency Measures In Multi-Family Residential Buildings On The Territory Of The Kyustendil Municipality, Included In Package 4 And Financed Under Procedure Bg16ffpr003 - 4.001 Support For Sustainable Energy Renovation Of Multi-Family Residential Buildings, Including Addressing Energy Poverty Under Priority 4 Of The Just Transition Of The Development Of The Regions Program 2021-2027.

The Following Activities Are Included In The Scope Of This Public Procurement For Each Of The Specific Positions: Activity 1 – Preparation Of An Investment Project In The Technical Project Phase; Activity 2 – Implementation Of Smr /Construction And Assembly Works/ According To The Approved Investment Project; Activity 3 – Exercising Author Supervision During Construction. The Full Scope Of Activities For Each Of The Individual Positions Is Specified In The Technical Specification, Which Also Serves As A Design Task For Awarding The Investment Project. Due To The Nature Of The Project And The Specifics Of The Activities, The Contracting Authority (Municipality) Is A Different Person From The Owners Of The Object Of Intervention, Performing The Assignment Under The Concluded Contract. The Procuring Entity Has Limited The Maximum Number Of Individual Items For Which One Participant Can Submit A Bid, Namely To Two. The Reasons For This Are Dictated By Several Factors. First Of All, Limiting The Number Of Ops In Which A Participant Can Participate Implies Greater Competition And The Admission Of More Economic Entities, I.E. Promoting Competition. Next, It Will Ensure The Successful Completion Of Construction By Mid-2027, A Requirement For Just Transition. The Measure Is Lawful And Provided For In Art. 46, Para. 4 Of The Zop, Having Corresponding Advantages Over The Possibility To Limit The Number Of Individual Positions That Can Be Awarded To One Tenderer. With The Chosen Approach, There Is More Real Competition Insofar As The Risk Of Refusal To Conclude A Contract Is Minimized Due To The Winning Of Another Separate Position, Which Places The Employer, Who Acts On Behalf Of The Condominium In A Situation Of Relative Dependence On The Will Of The Contractor.
