Engineering Services – Project Management Assistance Mission Relating To The Monitoring Of Execution Of The Concession Contract Concerning The Operation Of Technical Operating Devices (Dft) Aimed At The Supply Of Energy And Process Fluids As Well As The Treatment Of Effluents. This Project Management Assistance Mission Concerns The Monitoring Of The Execution Of The Concession Contract Concerning The Operation Of The Technical Operation Devices (Dft) Aimed At The Supply Of Energy And Process Fluids And The Treatment Of Effluents On The Cea Grenoble Site. The Technical Operation Devices (Dft) Are Made Up Of The Buildings And Technical Installations Which Supply Thermal And Process Fluids (With The Exception Of Electricity) To The Buildings Of The Minatec Innovation Center, And Ensure The Treatment Of Liquid Effluents Resulting From The Activities Which Take Place There. The Minatec Innovation Center Is The Result Of A Project Corresponding To The Implementation, At The Grenoble Scientific Polygon, Of An Innovation Center In Micro And Nanotechnologies – Or “Minatec” Innovation Center – Which Has Become The First European Center For Micro And Nanotechnologies. This Real Estate Complex Includes Buildings Belonging To The Cea (Granting Authority And Subscriber), Grenoble Inp (Subscriber) And Sem Minatec Entreprises (Subscriber). The Said Concession Contract Is Concluded For A Period Of 14 Years And Ensures The Production And Distribution Of 23 Fluids And Effluents. The Expected Services Are Broken Down Into A Firm Tranche And Two Optional Tranches In Accordance With The Provisions Of The Draft Contract. The Services Are Precisely Described In The Specifications. They Include Basic Services, Services On A Price List And Services On A Prior Estimate. The Basic Services Due Under This Contract Include The Following Services:  Phase N°1 – Support: * Understanding The Contractual Package; * Analysis Of Technical, Environmental And Financial Data Relating To The Start Of The Concession Contract;  Phase N°2 – Control Of The Concessionaire’S Action: * Technical, Environmental And Financial Analysis Of Monthly And Annual Reports; * Technical, Environmental And Financial Analysis Of Various Documents; * Construction And Transmission To The Granting Authority At The End Of The Contract Of Documents And Analysis And Monitoring Tools;  Phase N°3 – Assistance To The Granting Authority: * Technical, Environmental And Financial Expertise In The Event Of A Problem Encountered With Identification Of Corrective Actions To Be Implemented; * Assistance In Monitoring And Steering Meetings Of The Concession Contract The Services On Price Schedule Are As Follows: * Additional Analysis Note And Summary Of A Miscellaneous Document; * Additional Analysis Note And Summary Of Issues Encountered With Proposals For Actions To Be Implemented; * Additional Face-To-Face Meeting On The Cea Site – Half Day; * Additional Remote Meeting (Videoconference) – 1 Hour; * Additional Remote Meeting (Videoconference) – Half Day.
