Expression of Interest for Support for Establishment of the National Bulk Water Operator in Albania The objective of the assignment is to provide technical, financial, and institutional support to the World Bank team in advising the GoA in the setting up of Albanias National Bulk Water Operator (OPU). The consultants work will focus on (a) a proposal for OPUs water products and services, ensuring alignment with legal, financial, and operational readiness; (b) a proposal for a transparent and cost-reflective tariff methodology for OPU services, adhering to international best practices and Albania regulatory framework; and (c) a proposal for a preliminary business plan that provides a financial, operational, and institutional roadmap for OPU early-stage operations. The World Bank Group invites eligible firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Where a group of firms associate to submit an EOI, they must indicate which is the lead firm.
