Expression of Interest for Afghanistan Private Sector for HD Assessment ASSIGNMENT DESCRIPTION The private sector assessment (PSA) is to assess the current and potential role of private sector entities in enhancing human capital and employment outcomes in Afghanistan, focusing on the social protection, health and education sectors. The PSA will provide an overview of key private sector stakeholders and their roles across the focus sectors; review existing legislation and regulation along with the overall policy environment for private sector to work in the focus sectors; collect data in select locations on private sector-led activities, including service availability, cost and quality of service, equipment, user satisfaction; outline a stocktaking of global best practices for engaging the private sector in delivering human capital interventions in fragile or conflict-affected environments (such as Yemen, Somalia, or South Sudan); provide recommendations on how to effectively implement and scale these interventions across all three sectors and identify opportunities for improved cross-sector collaboration.
