Veterinary Services – Delegation Through Concession Of The Management Of The Public Service For The Management Of Ownerless Dogs Belonging To The Member U.A.T.S Of Adi Protection Of German Animals. (1) The Procurement Procedure Organized By The Contracting Entity Has As Its Object The Delegation Of The Management Of The Service For The Management Of Stray Dogs, By Awarding The Following Delegation Contract: -Delegation Contract By Concession Of The Management Of The Service For The Management Of Stray Dogs Of The Administrative-Territorial Units That Are Members Of The Intercommunity Development Association Protecția Animalelor Neamț, As Provided For In The Statute Of The Association. (2) A Number Of 34 Administrative-Territorial Units Members Of Adi Animal Protection Neamț, Respectively: Neamț County Council, Bicazu Ardelean, Bicaz Chei, Bodești, Brusturi, Cândăști, Ceahlău, Crăcăoani, Dobreni, Dochia, Drăgănești, Dragomirești, Farcașa, Făurei, Gârcina, Hangu, Icușești, Ion Creangă, Mărgineni, Moldoveni, Negrești, Pâncești, Păstrăveni, Petricani, Piatra Șoimului, Poienari, Pipirig, Rediu, Tarcău, Tașca, Timișești, Țibucani, Tazlău And Români Will Be The Subject Of The Contract For The Concession Of The Stray Dog Management Service Starting From The Date Of Conclusion Of The Contract. (3) During The Duration Of The Concession Contract, The Other 18 Administrative-Territorial Units That Are Members Of Adi Protecția Animalelor Neamț Will Automatically Join It, Starting With The Date Of Termination Of The Concession Contracts Concluded Individually, Which Are Currently In Progress, Or With The Date Of Legal Termination Of These Contracts, By Reaching The Deadline, According To The Data In The Table Below: (The Table Can Be Identified In The Specifications, Chapter Ii. Object Of The Tasks. (4) This Possibility Is Provided For In The Sense Of Article 57, Letter C). 100/2016, Being: - Clearly Formulated And Expressly Provided For In The Concession Documentation; - Predictable: It Targets Exclusively Uats That Are Members Of The Adi; - Limited: The Extension Can Only Be Carried Out Within The Limit Of The Total Estimated Value Of The Contract And Without Affecting Its Economic Balance. (5) The Concessionaire Has The Obligation To Ensure The Provision Of Services Also For The New Uats Under The Same Technical-Economic And Tariff Conditions Provided By This Contract, To The Extent That: - The Additional Activity Does Not Affect The Declared Operational Capacity; - The Economic Risk Of The Contract Remains Within The Assumed Limits. (6) If The Extension Could Significantly Affect The Economic Balance Of The Contract, The Parties Can Agree On Justified Adjustments Of The Financial Balance Parameters (Eg: Royalties, Tariffs, Investment Schedule), Under The Conditions Of Art. 59 Of Law No. 100/2016. (7) The Accession Of The New Localities Does Not Change The General Nature Of The Concession And Does Not Generate A Substantial Modification Of The Contract, Being Anticipated By This Clause And Included In The Initially Estimated Value.
