Expression of Interest for Consulting Firm to Act as an Independent Verification Agent (IVA) for Part of the World Bank-Financed National Electrification Program (ELEAP) Bid closing date: Nov 28, 2025 2:00 PM Bid opening date: No Specific Opening Date and Time Region: Addis Ababa Based on the procurement result achieved submitted for verification, the IVA consultant shall verify but not limited to:- (i) Whether EEU maintained the minimum entry conditions during the period July 8,2023 through July 7,2024. The minimum entry conditions to be verified are (a) Revision of EEUs Standard Bidding Documents with appropriate provisions including clearly specified selection and evaluation criteria and complaint handling procedure in line with the federal procurement Directive and whether the revised standard Bidding Document was submitted to and reviewed and endorsed by the World Bank (b) whether EEU set procedures to specify and assess repeatedly requested requirements such as laboratory tests, manufacturers authorization, certificates, guaranteed technical specifications (c) Whether EEU revised and standardized its technical specification and design manuals taking into consideration technological advancement and best accepted international standards (d) Whether EEU revised its procurement policy and procedures to include evaluation and contract award procedures authorizing EEUs procurement endorsing committee the final reviewer and approver body in line with the federal public procurement directive and decision structure. (e) whether EEU reestablished and strengthened its procurement endorsing committee with duties and responsibilities in providing final approval and guidance on bid evaluation and selection process (f) whether EEU revised its complaint handling procedure in line with the federal public procurement compliant handling procedure allowing the federal compliant handling board to review and resolve complaints that were not resolved at EEUs CEO level. (ii)The IVA shall review whether the above changes have taken place and procurements in EEU during the period July 8, 2024 through July 7, 2025 were carried out considering the above changes in the Standard Bidding Document, revised decision structure, revised policy and procedure, specifications and manuals, revised complaint handling procedure. The IVA shall include in the report the number of procurement activities carried out following the above revised procedures by procurement category, number of complaints received and resolved at EEUs CEO level and compliant handling board. (iii) Verify whether internal and external procurement audits were carried out and completed by January 7 2026. The IVA report shall include additional details including whether the audits were carried out as per the agreed ToRs, the name and address of the external auditor, the audit period, the audit sample size in terms of number of contracts by category etc. The audit reports shall be attached as part of the IVA report. DURATION OF ASSIGNMENT The year of performance is between period of July 8, 2024 through July 7, 2025, the minimum entry condition maintained and internal and external procurement audit completed by January 7, 2026.
