Tenders Are Invited For Procurement Of Consultancy Assistance In The Areas Of Flight Engineering, Maintenance, Flight Operational Aids, Communication Systems And Training Aids For The Norwegian Emergency Response Center

The Ministry Of Justice And Emergency Preparedness, V/Nawsarh Project, Has Had The Main Responsibility For Carrying Out The Procurement Of New National Rescue Helicopters. A Contract For The Delivery Of 16 New Aw101 Helicopters Was Signed With Agustawestland (Now Leonardo Helicopters) In December 2013 - Originally For Phasing In During The Period 2017-2020. The First Base (Sola) Was Commissioned With The Aw101 Sar Queen On 1 September 2020 And The Last Base (Florø) On 1 October 2024. The Last Helicopter Was Delivered In June 2025. The Project Was Formally Completed In The Summer Of 2025. The Main Rescue Center (Hrs) V/Nawsarh Management Is Responsible For Carrying Out Outstanding Project Activities As Well As Managing The Acquisition And Maintenance Contract With Leonardo Helicopters. In Connection With The Follow-Up Of The Above-Mentioned Activities, There Is A Need For Consultant Assistance Primarily In The Areas Of Aircraft Engineering, Maintenance, Flight Operational Aids, Communication Systems And Training Aids Which Are Dealt With In This Tender. Follow-Up Of The Various Activities Is Largely Based On Consultancy Framework Agreements, Including In The Above-Mentioned Areas. The Suppliers Will Therefore To A Large Extent Both Represent The Customer Within Given Frameworks (As Opposed To Pure Consultancy) As Well As Hold The Role Of Manager/Responsible For The Various Professional Fields. The Supplier Must Therefore Be Able To Provide At Least One Permanent Dedicated Resource In The Areas Of Flight Engineering, Flight Operational Aspects And Training. It Is Specified That The Permanent Place Of Assignment Is At The Main Rescue Center Premises At Sola Airport. Any Travel And Accommodation Costs In This Connection Are Covered By The Supplier. On The Basis That The Current Framework Agreement For Technical Consultancy Assistance Expires In December 2025, Nawsarh Administration Needs To Establish A New Agreement.
