Expression of Interest for Recruitment of a Consultant for the Development of the Cepgl Regional Energy Policy and its Strategic Implementation Action Plan Component 1: Support for the construction of Ruzizi III; Component 2: Support for energy cooperation and regional integration; Component 3: Support for project management. . Description of the Consulting Services The services under this contract concern the recruitment of a Consultant (Firm/Consulting Office or Consortium of Consulting Firms) to prepare the CEPGL Regional Energy Policy and its Strategic Implementation Action Plan. The assignment is expected to last approximately eight (8) months, within a 12-month calendar period from the start date, including the time required for report validation. The services include: i. Submission of an Inception Report; ii. Analysis of the current socio-economic situation of the CEPGL; iii. Analysis of the current situation and prospects of the energy sector and the institutional framework for regional energy projects in the CEPGL; iv. Preparation of draft reports on the Regional Energy Policy and the Strategic Implementation Action Plan; v. Organization of meetings as detailed in section 6.2 of the Terms of Reference (schedule and deadlines for report submission); vi. Preparation of the final report on the Regional Energy Policy and its Action Plan; vii. Preparation of a separate report containing a Regional Master Plan for Electricity Generation and Transmission within the CEPGL; viii. Proposal and implementation of a capacity-building program for EGL staff on energy policy.
