Tenders are invited for Climate under Occupation: The Implications of the Israeli War on Climate Vulnerability in Palestine Scope of work: The research will focus on the following interconnected areas: · Water Rights and Access: Discriminatory allocation, diversion of resources, destruction of water infrastructure, and denial of equitable access to aquifers and networks. · Food Insecurity: Effects of land confiscation, movement restrictions, siege policies, and agricultural destruction on food production. · Settlement Violations: Environmental degradation caused by settlement expansion, outposts, and settler violence. · Agricultural Damage: Uprooting of trees, destruction of farmland, and targeting of irrigation systems exacerbated during military operations. · Gazas Climate Collapse: Impacts of the genocide, including contamination of soil and water, destruction of sanitation systems, air pollution from bombardment, and the long-term degradation of ecosystems. · Climate Adaptation Barriers: How occupation policies and military destruction undermine the ability of Palestinian communities to respond to climate change and create an obstacle to just transition. Deliverables · Work plan and timeline (to be submitted within one week of contract start). · Literature review (including objectives, strategies, target audiences, key messages, tools, and timeline). · Data collection and analysis report. · Progress report during the research time (mid- time report). · Final research paper includes the key findings. Duration and working schedule: The assignment shall be conducted between 12th November- 7th of Febrauary,2026. The specific level of effort for the firm / consultant will be based on the agreed workplan that will be finalized with the contract. Qualifications of consultant/firm · Advanced degree/ experience in Climate studies, Social Sciences, Public Health, or a related field. · Proven experience in designing and implementing successful research papers in the field of climate. · Strong understanding of climate issues in Palestine or similar conflict-affected settings. · Full fluency in both English and Arabic (written) is essential. Application process Consultants/firms that meet the requirements should submit expression of interest, which should include the following: · Cover letter including the consultants/firms suitability for the assignment and current contact information, include 1-2 samples of previous similar work. · Technical offer: detailed response to TORs, with specific focus addressing the purpose and objectives of the assignment and the methodology (max. 5 pages). · Financial offer: detailed budget breakdown based on expected daily rates and initial work plan. · The financial offer should include a dedicated budget line for organizing the stakeholder virtual workshop. Prerequisites for accepting financial offers · Prices are inclusive of value added tax for establishments officially registered with the Ministry of Finance; while for individuals and non-profit institutions, the offered prices will be subject to a 5% deduction for income tax. · Applicants must submit a valid deduction from source certificate along with the offer. · Prices are to be submitted in USD and are valid for 30 days starting from the applications closing date. · The quotation must be detailed and based on the work mechanism proposed by the consultant/firm. · The quotation Opening Committee is not bound by the lowest prices.
