Nov 2025 The Power of Youth: Unlocking Potential for Inter- and Intra-Communal Conflict Prevention in Lebanon is a project funded by the European Union, implemented by Mada Association, Jafra, and WeWorld. The project aims to contribute to conflict prevention and peacebuilding in Lebanon through youth mobilization, by empowering youth and strengthening their role as active agents of change in their communities. Its primary outcome is to increase the individual and collective capacities and participation of Youth-Led Civil Society Organizations and Groups in conflict prevention and resolutions initiatives to foster inter and intra-communal peace in Greater Beirut and Tripoli, Lebanon. In line with the projects objective to enhance the effectiveness, sustainability, and overall impact of local CSOs, Jafra and Mada Association are looking focus on strengthening the institutional frameworks and technical competencies of local CSOs operating in Lebanon. The aim of the mission is to deliver comprehensive, pre-developed training sessions, aimed at strengthening the institutional capacities of Civil Society Organizations (CSOs). The training will focus on the following key area: Communications Procedures and Policies Strengthening CSOs capacity to develop clear, effective internal and external communication procedures and policies. This includes establishing communication protocols, defining key messages, ensuring consistent branding, managing stakeholder engagement, and promoting transparency and accountability through strategic communication practices. The training will be conducted over one sessionspanning one day. The session will consist of [6] hours. The program is scheduled to begin on Jan 2025 in Beirut. Main Tasks and Responsibilities: Meet with Jafras and Madas teams to discuss the missions objectives and expectations. Deliver the training session to assigned groups (session up to 6hours]) including the main tasks below: Review the CSOs profiles, and existing communication practices, and assess their current communication practices Identify strengths, gaps, and areas for improvement to tailor the session Focus on strengthening internal and external communication for CSOs. Prepare training materials (presentations, handouts, templates, case studies, exercises) covering: Communication protocols Key messaging frameworks Branding guidelines Stakeholder engagement strategies Transparency and accountability practices Encourage peer-to-peer learning and collaborative problem-solving among CSO participants to foster long-term capacity retention. Conduct coaching sessions (group-based) to support the practical application of concepts learned during the training. Customize training content and materials to be contextually relevant and aligned with the local operating environment, legal frameworks, and resource levels of participating CSOs. Monitor engagement and progress of participants throughout the training using pre- and post-training assessments and participatory feedback tools. Document outcomes, key learnings, and areas for further support, and submit a final training report including recommendations for future capacity building. The language used in the training sessions must be simple, clear and culturally relevant, avoiding technical and complex content, to ensure it is easily understandable by CSO members. Deliverables: Delivery of the 1-session training cycle. Participant attendance sheets. Pre and post-tests templates and results. Training report at the end of the assignment. Requirements and Qualifications: Bachelors degree in Communications, Public Relations, Journalism, Development Studies, or a related field. A Masters degree is an asset. Proven experience in delivering training on communication strategies, internal/external communication protocols, media engagement, and related areas for Civil Society Organizations (CSOs). Strong understanding of organizational communication frameworks, including the development of communication policies, stakeholder mapping, key messaging, and brand consistency. Experience developing or advising on internal communication systems (e.g., reporting lines, information flows, approval processes) and external communication practices (e.g., press releases, newsletters, social media, and advocacy messaging). Demonstrated ability to promote transparency, accountability, and stakeholder trust through effective communication practices. Prior experience working with CSOs, especially in contexts where strategic communication is critical to mission delivery or advocacy efforts. Excellent facilitation skills, with the ability to engage participants from diverse backgrounds and simplify technical concepts into actionable tools. Fluency in Arabic is required; working knowledge of English is an asset. Familiarity with crisis communication, data protection, and communication risk management is desirable. Eligible Applicants: The selection process will consist of two steps: a pre-selection based on technical experience and qualifications, followed by in-person or online interviews with the shortlisted candidates. Financial offer should include transportation fees to training venue in Beirut. Timeline: The consultant is expected to deliver the training sessions and submit the final report within six weeks of the training launching. The final version of the report, along with supporting documents, should be delivered within one week after receiving feedback on the draft.
