Request for proposals for Joining Forces for Africa: Acting to End Child Labour (JOFA ACTE) Project Final Evaluation. Save the Children is the leading global independent organization for children. The EU-funded project Joining Forces for Africa: Acting to end child labour (JOFA ACTE) is implemented in Mali, Burkina Faso, Madagascar and Malawi and aims to prevent the worst forms of child labour. The project addresses two major sectors: the traditional and informal mining sector (Malawi, Madagascar, Burkina Faso, Mali), and agriculture with particular attention to addressing sexual abuse, exploitation and trafficking. The four countries targeted by this project are all in Sub-Saharan Africa, where child labour including its worst forms remains a persistent challenge. These countries represent diverse contexts in terms of practices, risk factors, and vulnerabilities related to child labour. This diversity provided an important opportunity to explore commonalities across settings, particularly regarding the worst forms of child labour prevalent in the agricultural and mining sectors. By embracing this heterogeneity, the project placed a strong focus on identifying shared drivers and effective interventions that can reduce the worst forms of child labour. Special attention was given to child participation and to cross-cutting factors that contribute to meaningful change across all contexts. This diversity enhanced the projects ability to better understand the specific needs of children and other target groups, and to develop adaptable tools and approaches. These can inform future programming and be replicated in similar contexts through the ongoing efforts of the Joining Forces Alliance. The European Union, through DG INTPA, has entrusted the NGO alliance Joining Forces (JFA) with the task of designing this project in line with the Sustainable Development Goals by 2025 - Target 8.7. This decision was taken on the basis of the positive experience of collaboration between the Joining Forces Alliance (JFA) and DG INTPA in the context of a former project in five countries in sub-Saharan Africa, as well as the longstanding field experience of its members in this area. In Malawi, the project is led by Save the Children International working in partnership with Plan International Malawi in Lilongwe and Ntchisi. The key interventions of the project are centred around three main objectives: SO.1: The protection and action capacities of targeted children, families and communities, as well as their knowledge of their rights, are enhanced, with a particular focus on possible socio economic alternatives to FTES. SO.2: The capacities of local and national mechanisms and systems are strengthened to ensure the care of targeted girls/boys and the establishment of alternatives to FTEs. SO.3: Actions undertaken by state and non-state actors to prevent and reduce FTEs are supported in each country for better coordination, effectiveness, visibility and transparency.
