Need For Knowledge And Research / General Frameworkthe Federal Government, States And Municipalities Are Jointly Responsible For Advancing Heat Prevention In All Social, Economic And Political Areas Of Action. Heat Prevention Is A Cross-Sectional Task That Affects Almost All Areas Of Action And Policy In Urban Development And Construction. The Strategies Apply At Different Levels - From Individual Buildings And Properties To Neighborhoods Up To The Urban And (City) Regional Level. Heat Prevention In The Context Of Climate Adaptation Is Closely Linked To The Implementation Of Water-Sensitive Urban Development, Multifunctional Urban Greenery For A Better Quality Of Life And With Climate Change-Adapted Structures And Measures At The Level Of Buildings And Properties, Neighborhoods, Cities And Regions. The New Exwost Research Field Urban Heat Labs - Heat Prevention In City Neighborhoods And Buildings Focuses On Dense, Heat-Stressed Areas In Which People Are Particularly Affected By Other Environmental Pollution (Fine Dust, Noise) As Well As On Vulnerable Groups (Elderly People, Small Children, Infants And Financially Disadvantaged People). The Research Field Is Intended To Provide New Insights Into The Establishment Of Consistent Heat Prevention As Part Of A More Resilient And Climate-Adapted Urban Development And Construction Policy, Thereby Enabling The Safeguarding Of The Natural Foundations Of Life In The Sense Of Public Services And In Accordance With The Model Of A Green, Fair And Productive City Of The New Leipzig Charter. Eight Model Projects Are Intended To Examine, Among Other Things, The Negotiation Processes Between The Various Actors. The Core Of The Research Project Is To Generate Transferable Implementation Approaches For Heat Prevention In Cities And To Identify Obstacles And Success Factors. The Research Field Deals With Two Central Areas Of Investigation Of Heat Prevention, Based On The Fields Of Action Of The Bmwsbs Heat Protection Strategy:1. Heat Prevention In Residential Areas With High Urban Density (Neighborhoods In Which People Are Particularly Affected By Heat Or In Buildings With Simple Or Inadequate Construction Standards, Heat-Stressed Rooms Such As Settlement Areas With High Structural Density, Disadvantageous Building Typology, Lack Of Precautionary Measures, Areas Of Social Cohesion)2. Heat Prevention In Mixed-Use, Dense Neighborhoods (Taking Into Account Monument Protection, Building Heritage, Competition For Use And Space, Areas Of Social Cohesion) The Model Project Cool Down Eastside - Strategies For Heat Prevention For The Neighborhood At Hagen Main Station Is Intended To Pursue The Following Goals: The City Of Hagen Is Carrying Out An Urban Development Renovation Measure For The Project Area. Preparatory Investigations Are Carried Out, An Urban Planning Target Concept And A Renovation Statute Are Drawn Up. The Initiating Decision Set The Improvement Of The Urban Climatic Situation As A Renovation Goal. The Project Is Intended To Support The Planned Application Of The Renovation Law Instruments For Heat Prevention In Terms Of Measures And Processes. The Following Operational Goals Are Set: A) The Project Aims To Identify And Evaluate Potential For Effective Heat Prevention To Incorporate Real Estate And District-Related Heat Prevention Measures Development And Implementation.D) The Project Aims To Operationalize The Use Of Renovation Instruments Of The Special Urban Development Law With Regard To Heat Prevention Measures And To Develop Guidelines, Checklists And Sample Formulations For This Purpose.E) The Project Aims To Implement Smaller, Suitable Heat Prevention Measures.F) The Project Aims To Prepare Heat Prevention Measures Within More Comprehensive Structural Measures And With Regard To Possible Funding Access (E.G. Urban Development Funding).Classification Of The Model Project In The Research Field:Classification Of The Model Project In The Research Field:The Project Generates Transferable Experiences For Urban Planning And Construction Policy, Especially When Testing Methods And Processes Of Heat Prevention And Heat Protection In A Mixed-Use, Dense Station District. It Is Also Testing The Use Of The Renovation Law Instruments For Heat Prevention Issues. The Result Should Be Generally Applicable Work Aids And Sample Texts For E.G. B. The Formulation Of Renovation Statutes And Approval Reservations And Requirements Under Renovation Law As Well As The Use Of Urban Planning Requirements And Agreements Arise.
