The Bank Of Finland (Hereinafter Also The Customer Or Procurement Entity) Requests Offers For A Report On The Cost Structure Of The Dividend Payment Model Used In Finland (Including The Service) In Accordance With The Procurement Notice Published On The Hilma Announcement Channel And Its Appendices (Including The Service). In Accordance With The Guidelines Of The Finnug Meeting Held On May 27, 2025, The Bank Of Finland Undertook To Commission A Report On The Cost Structure Of The Dividend Payment Model Used In Finland. The Report Must Reveal The Structure Of The Dividend Payment Process And The Costs Arising From Managing It For The Various Parties In Such A Form That They Can Also Be Used Publicly As Comparative Information In The Follow-Up Study Carried Out After The Introduction Of The New Dividend Payment Model. In Accordance With The Decision Made In May 2025, Finland Will Switch From The Currently Used Net Dividend Payment Model Using Commercial Bank Money To A Gross Model Using Central Bank Money. The Change Is Planned To Be Implemented At The Beginning Of 2027. The Result Of The Procurement Will Be An Expert Report (Examination Or Report) On The Stages Of The Process And The Tasks Related To Them And The Cost That Comes From The Procurement Of The Above Work Phase. The Report Must Be Publicly Shareable. The Report Completed As A Result Of The Work Must Include: • A Description Of The Process Of The Current Dividend Payment Model And A Description Of The Future Dividend Payment Model • The Costs Of The Current Dividend Payment Model (Sources Of Information Are Issuers, Banks And The Central Securities Depository, Data Collection Methods E.G. Interviews, Questionnaires And Public Sources)• Analysis Of The Effects Of The Transition To A New Dividend Payment Model, Also Taking Into Account The Nordic Level And The Eu The Perspective Of The Siu Project. The Report Must Enable A Comparable Follow-Up Report To Be Made In The Future. A Possible Follow-Up Report Will Be Decided Later And Is Not Included In This Purchase. The Supplier Has The Main Responsibility For Making The Report, Managing It And Reporting To The Client. The Work Will Start At The End Of The Year / November-December 2025. The Report Must Be Completed In The Beginning Of 2026 And The Report Will Be Presented To The Finnug Membership In May 2026: A Binding Schedule Will Be Agreed With The Client. The Client Will Choose One (1) Supplier With Whom The Contract Will Be Concluded. The Agreement Starts With The Signing Of The Agreement And Is Valid Until The Contractual Obligations Have Been Fulfilled Acceptably By Both Sides. The Agreement Complies With The Jyse 2025 Services Terms And Conditions. The Agreement Does Not Constitute A Quantity Purchase Obligation For The Customer Or An Exclusive Right For The Supplier To Provide The Service To The Customer. The Subscriber Is Bound By An Internal Budget, Which Is Not Revealed.
