The City Of Oulus Community And Environmental Services / Streets And Traffic Requests An Offer For The Winter Maintenance Of Two (2) Park Courts As A Total Price Contract For The Winter Seasons 2025-2027. The Acquisition Includes Possible Options For The Winter Seasons 2027-2028 And 2028-2029. The Works Included In The Winter Maintenance Contract For The Park Fields Include The Initial Freezing Of The Fields, Maintenance Freezing, Planing And Snow Plowing Both On The Fields And On The Maintenance Roads Connected To The Fields. It Is The Service Providers Responsibility To Observe The Condition Of The Structures, Surfaces, Equipment And The Like In The Area And Notify The Customer Of Any Deviations Immediately. To The Customer. The Main Users Of The Park Courts Are Groups Learning To Skate From Kindergartens And Children. There Are No Puck Goals On The Courts. When Carrying Out The Work, Occupational Safety And The Users Of The Field And Their Safety Must Be Taken Into Account In Particular. The Contractor Is Obliged To Familiarize Himself With The Sites Before Submitting The Bid. The Contract Includes The Following Park Fields Below: City Part / Field / Estimated Square Footage Saarela / Poolakuja Field / 700 M2rannanperä / Tuohustule Park Field / 1500 M2 (Only Approx. Half Of The Field Area Will Be Frozen) The Price Offer Must Be Based On The Request For Bids And The Attached Bid Documents. More Detailed Work Content Is Presented In The Attached Task Card. The Subscriber Has The Option To Add Individual Items During The Season. The Pricing Of New Sites Must Correspond To The Pricing Of The Subject Of The Corresponding Contract. Season And Response Time The Contractor Must Be Ready To Start The Initial Freezing Of The Fields Depending On The Weather Conditions According To The Schedule Announced By The Customer. If The Weather Conditions Change, The Initial Freezing May Have To Be Carried Out Several Times And Repeatedly. Fields Are Frozen One (1) Time Per Week. The Number Of Freezing Times Is Affected By The Utilization Rate And The Weather. The Contractor Must Put The Fields In Working Order In The Spring For Summer Maintenance, Taking Into Account The Weather Conditions. Snow Removal In The Spring Should Be Done On Top Of The Load-Bearing Ice. The Average Duration Of One Winter Season Contract Is 5 Months. The Fields Must Be Maintained And Inspected Daily. During A Long Continuous Snowfall, Plowing Will Be Carried Out After The Rain Ends Within The Next Day At The Latest. The Goal Is To Have The Fields Ready By Christmas. Maintenance Work In Accordance With The Environmental Protection Regulations Of The Oulu Region Between 07:00 And 22:00. Quality Quality Is Defined In The Task Card. (Appendix) Equipment Requirements The Work Must Be Performed With The Equipment Presented In The Offer. The Customer Inspects The Equipment Before Signing The Contract. The Customer Allows Case-By-Case Minor Changes To The Requirements Below At His Own Discretion. The Contractor Must Ensure That In The Freezing, Planing And Plowing Works, Equipment Suitable For The Fields Platform Types And Different Work Phases Is Used. The Contractor Must Take Into Account That The Working Time And Amount Of Water Used For The Initial Freezing Of The Field Is Greater Compared To The Actual Maintenance Freezing. Freezing And Plowing: - The Truck And/Or Tractor Must Have Tires Suitable For Ice Treatment - The Water Tank Must Be Suitable For Freezing Objects - The Filling Pipe Must Have A 3 Nail Connector, Suitable For Water Hydrant - The Tank And Pipelines Must Be Tight - The Water Volume Of The Shower Pipe Must Be Able To Adjust, Width At Least The Width Of The Vehicle.- Equipment Equipped With A Water Spreader Must Be Used For The Purpose. - Plowing Must Be Carried Out With An Ice Plow Made For That Purpose. For Example, If It Is Not Equipped With A Separate Blade Or Rubber Scraper. - The Equipment Must Be In Use At The Beginning Of The Contract. The Customer Accepts The Equipment Changes In Writing Changes. The Customer Has The Right To Order The Work From A Third Party And Invoice The Service Provider Within Two Days. The Service Provider Must Give A Written Response To The Complaint, Which Indicates The Complaints Denial Or Acceptance Of The Complaint Through. Termination Clauses: The Customer Has The Right To Terminate The Contract If There Are At Least 3 Valid Written Complaints Per Season (Jyse Services, 18.2) The Contract Complies With The Jyse 2025 Services Terms And Conditions.
