For 40 years, we have been committed to supporting the most vulnerable people and their communities to remove the barriers they face in accessing healthcare. BRIEF PROJECT OVERVIEW The Harm Reduction (HR) program for People Who Use Drugs (PWID), launched in 2015 by Doctors of the World France in Abidjan, has worked to improve access to care for PWID living in precarious situations. After an initial phase focused on advocacy and outreach, the second phase (2018) helped strengthen community engagement, introduce opioid substitution therapy (OST), and open an Addiction Support and Care Center in Abidjan. The third phase expanded the range of services to Yamoussoukro, Bouaké, and San Pedro, consolidating achievements and empowering local partners. In April 2024, a fourth regional phase began in Togo and Benin to disseminate HR expertise and support the fight against HIV and tuberculosis. A mid-term evaluation is planned for the fourth quarter of 2025 to measure results and adjust strategies, while analyzing the transferability of good practices from Ivorian models in these relatively new contexts. 2_DESCRIPTION OF THE CONSULTING MISSION OBJECTIVE As part of these projects, MdM-F is seeking a consulting team to conduct a mid-term evaluation of the TRAC harm reduction project in order to gather information that will ensure the projects sustainability in the future. BUDGET The total budget available for this mission is a maximum of 35,000 euros including all expenses, including unforeseen expenses (maximum 5%). 3_PROFILE SOUGHT A mixed team (women and men) of 3 consultants , including one principal with an international profile and 2 consultants with a national profile (one per country Togo/Benin). Team members must have proven experience in project evaluation in the humanitarian field, covering the following themes: Development projects Marginalized populations and potentially people who use drugs (PUDs) HIV/AIDS and tuberculosis (TB) Projects funded by the Global Fund and/or the French Expertise Initiative ideally Projects ideally carried out in West African countries (Togo, Benin, Ivory Coast) French language (spoken/written) The team must demonstrate proven experience in monitoring and evaluation (at least two evaluations conducted according to OECD-CAD or CHS criteria), as well as skills in quantitative and qualitative data analysis (KoboToolbox, Stata, NVivo). Expertise in capacity building for community-based CSOs in the area of participatory monitoring and evaluation will be highly valued.
