Expression of Interest for Resilient and Integrated Infrastructure and Housing Development and Coordination Framework for Kenya The primary objective is to design an inter- and intra-agency collaborative modelspanning both county and central governmentthat supports all critical components of climate-resilient, low-carbon, and inclusive housing project preparation and implementation. This includes site planning, land governance, resilient construction readiness, and the timely provision of essential green and adaptive infrastructure (e.g., water, sanitation, roads, power, drainage, nature-based solutions). The model will strengthen linkages between housing, infrastructure, and climate-resilient planning, ensuring that projects are viable, investment-ready, and scalable. It will de-risk project preparation and deliveryenhancing climate resilience, reducing emissions, and improving long-term affordabilitywhile providing greater confidence for public and private sector participation, including climate finance and blended-finance instruments. This effort will leverage existing planning instruments and emerging mechanisms, such as the County Engagement Framework introduced by the Affordable Housing Board (AHB), to create a replicable and integrated framework for coordinated, climate-aligned housing and infrastructure delivery.
